JICA to deepen ties with Vietnam on key infrastructure projects
VOV.VN - The Vietnamese Ministry of Construction (MoC) and the Japan International Cooperation Agency (JICA) have agreed to deepen strategic cooperation in crucial sectors, including construction, transportation, flood control, and smart urban development.

The agreement was reached during a meeting on October 16 between MoC Minister Tran Hong Minh and Director General of the Southeast Asia and Pacific Department at JICA Yoneda Gen, as part of Minh's official visit to Japan.
Minh praised the growing Vietnam-Japan Comprehensive Strategic Partnership, which has been further strengthened by the visit of Japanese Prime Minister Shigeru Ishiba to Vietnam in April 2025. He highlighted Japan's status as Vietnam’s fourth-largest trading partner, with bilateral trade reaching nearly US$19.7 billion in the first nine months of 2025, reflecting a 9% year-on-year increase.
The Minister also acknowledged Japan's continued support for Vietnam through JICA, emphasizing that JICA remains the largest ODA donor to Vietnam. To date, JICA has assisted in nearly 70 construction and transportation projects, with a total value exceeding US$10 billion, significantly contributing to the modernization of Vietnam’s infrastructure and urban management.
Minh proposed expanding cooperation with JICA across five key areas. He suggested extending the urban drainage and wastewater treatment project until 2027. along with additional ODA support and a digital infrastructure database. He also requested technical assistance for flood control, sludge treatment, and emissions reduction to enhance climate resilience.
In smart urban development, the Minister proposed signing a cooperation agreement covering standards, knowledge exchange, and investment promotion. He also emphasized the importance of strengthening construction safety through training and expert exchanges.
Lastly, Minh urged continued support for upgrading Vietnam’s seaports and logistics infrastructure, with a focus on developing green and smart port models between 2027 and 2030.
Concluding the meeting, Minh expressed gratitude for JICA’s ongoing support and reiterated the Ministry's commitment to successfully implementing current projects while expanding collaboration into new, sustainable development areas.
