Ho Chi Minh City look to broader cooperation with Russian localities
VOV.VN - Leaders of Ho Chi Minh City on March 27 received delegations from Russia’s Perm and Tyumen regions, expressing a wish to expand cooperation with Russian localities and contribute to strengthening the Vietnam-Russia comprehensive strategic partnership.
At a meeting with the delegation from Perm region, Vice Chairman of the Ho Chi Minh City People’s Committee Nguyen Loc Ha said that following the administrative merger in 2025, the newly expanded city has greater room and favourable conditions for development across sectors.
He said the city will continue to make use of the strengths of its three former areas as centres of finance, science and technology, high-tech industry, energy, tourism, marine economy and logistics to expand cooperation with countries around the world, including Russia.
Ha said Perm’s strengths match Ho Chi Minh City’s development needs, particularly in industry and oil and gas services, creating opportunities for businesses and experts on both sides to increase exchanges and promote cooperation and investment.
He added that, alongside economic, trade and investment ties, the two sides should also further promote cooperation in culture, education and people-to-people exchanges.
Perm Governor Dmitrii Mahonin thanked the city’s leaders for the reception and said Perm, located at the foothills of the Ural Mountains marking the boundary between Europe and Asia, covers 160,600 sq.km and is one of Russia’s key industrial centres. The region has strengths in mining, oil and gas, chemicals, machinery manufacturing, metallurgy, defence industry and high technology. It also has a long-standing tradition in performing arts, especially ballet. He said Perm hopes to expand cooperation with Ho Chi Minh City in areas of mutual interest.
At a separate meeting with Andrey Vadimovich Pantelev, Deputy Governor of Tyumen region, Vice Chairwoman of the Ho Chi Minh City People’s Committee Tran Thi Dieu Thuy expressed confidence that Ho Chi Minh City and Russian localities, including Tyumen, will increase trade promotion, business connectivity and investment attraction to effectively utilize the great cooperation potential between the two sides.
She proposed that Ho Chi Minh City and Tyumen bolster cooperation and exchange experience in energy industry, oil and gas services and resource exploitation, while promoting tourism potential to residents of both localities.
Tyumen region, also located in the Ural area of Russia, covers more than 160,000 sq.km and has a favourable geographical position across much of the West Siberian Plain, serving as an important link between Russia’s industrial and energy regions.
It has strong potential for industrial development, particularly in oil and gas and supporting industries for the energy sector. The region also has abundant natural resources, including oil, gas, fresh water, mineral water, forests and various industrial minerals.
