Health Ministry lags behind in public administration reform
The Health Ministry was at the bottom of the ministerial-level public administration reform index 2012 (PAR INDEX 2012) with 64.78 percent, announced the Ministry of Home Affairs at the Government’s regular January meeting in Hanoi on January 25.
Meanwhile, the Ministry of Justice topped the list with 82.47 percent, followed by the Ministry of Transport, the Ministry of Agriculture and Rural Development, and the Ministry of Industry and Trade, with indexes ranging from 80.58 percent to 81.18 percent.
Meanwhile, Da Nang ranked first in the provincial-level PAR INDEX 2012, with 87.14 percent, and the northern mountainous province of Dien Bien was at the bottom of the list, with only 62.58 percent.
As many as 19 provinces and cities recorded good performance with indexes at over 80 percent while 33 others saw rather good results of between 70 percent and 80 percent.
According to the Ministry of Home Affairs, the index is an important foundation for ministries and localities to assess their strong and weak points in order to have timely measures to improve administration reforms.
The ministerial-level index covers seven areas with 31 criteria and 89 sub-criteria while the rovincial-level index covers eight areas with 34 criteria and 104 sub-criteria.
