Government approves plan to turn VNeID into digital super app
VOV.VN - Deputy Prime Minister Ho Quoc Dung has signed Decision No. 940 approving a scheme on the development of the national digital identity application VNeID for the 2026-2030 period, with a vision to 2045, aiming to turn the platform into a “super app” serving as the centre of the national digital ecosystem.
The scheme is designed to develop VNeID into a secure, modern and highly scalable national digital platform capable of effectively serving citizens, businesses, agencies and organisations in administrative procedures, online public services, electronic transactions and digital utilities.
By 2028, VNeID is expected to integrate 50% of essential digital utilities serving the transaction needs of citizens and businesses; provide electronic identity accounts to all eligible individuals, agencies and organisations with demand; and integrate payment account and e-wallet information for all beneficiaries of social welfare, pension and social assistance payments.
The plan targets integrating 100% of citizen and organisational documents in line with regulations on electronic identification and authentication; ensuring all mobile subscribers are registered and verified on VNeID; and providing digital signature certificates to 80% of eligible citizens for use in online public services.
By 2030, the digital ecosystem on VNeID is expected to be fully developed, with payment account and e-wallet information integrated for all citizens holding level-2 VNeID accounts upon request.
It also aims for 70% of users to access cashless payment and essential bill payment services on VNeID, while artificial intelligence is integrated into 70% of utilities and services.
By 2045, the scheme is set to further expand the digital utility ecosystem on VNeID, integrate artificial intelligence into all utilities and services, and enable all users to access cashless payment services on the platform.
To achieve these goals, it outlines a range of tasks and measures, including improving the legal framework, adjusting the system architecture, comprehensively upgrading VNeID, expanding the digital utility ecosystem, modernising technical and technological infrastructure, ensuring data security and safety, training personnel and supporting users.
Under the scheme, the Ministry of Public Security will take the lead, in coordination with ministries, sectors and localities, in reviewing and assessing the legal framework related to VNeID.
The ministry will propose amendments and additions to regulations on electronic identification and authentication, electronic transactions, digital utility integration, cashless payments, cybersecurity, personal data protection and sector-specific regulations related to the operation and use of VNeID.
The Ministry of Public Security has also been assigned to advise the Government on submitting to the National Assembly a Law on Electronic Identification and Authentication, and to propose a government resolution on digital citizen development.
The ministry will develop and standardise operational procedures, coordination mechanisms and oversight frameworks for the use of VNeID by State agencies, organisations and businesses.
At the same time, the ministry will oversee adjustments to the system architecture and the comprehensive upgrade of VNeID, while expanding the digital utility ecosystem in a practical and user-centred manner.
The ministry will also upgrade and expand technical and technological infrastructure under a multi-data-centre model to ensure scalability, high availability, security, safety and disaster recovery capacity.
In addition, the Ministry of Public Security will supervise overall security and safety for the VNeID system, improve incident response plans and scenarios, intensisfy public awareness campaigns on digital safety, organise training programmes for officials and public employees, and establish support mechanisms for citizens and businesses using VNeID.
