Foreign traffic violators face penalties under Vietnamese law, police say
VOV.VN -Vietnam’s Traffic Police Department under the Ministry of Public Security has affirmed that, except for cases covered by diplomatic privileges and immunities, most foreigners who violate traffic laws in Vietnam are subject to administrative penalties under Vietnamese law.
The statement was issued amid recent public claims suggesting that foreigners are not penalized for traffic violations in Vietnam. According to the department, such perceptions are inaccurate and could create misunderstanding among the public.
The agency pointed out that, alongside Vietnam’s international integration, the country has become a destination for growing numbers of tourists, workers, experts and foreign residents. Many foreigners directly operate vehicles on Vietnamese roads every day.
While most comply with local regulations, some foreigners still violate traffic safety rules and, in some cases, cause serious traffic accidents. The department said some individuals had circulated claims that foreigners would not face penalties for traffic violations, leading certain violators to avoid cooperation with traffic police.
According to the Traffic Police Department, some violators claim they are unfamiliar with Vietnamese laws because they have only recently arrived in the country, while others deliberately refuse to cooperate by speaking only foreign languages in hopes of avoiding penalties.
However, the department stressed that all foreigners and stateless persons violating traffic safety regulations in Vietnam are handled in accordance with Vietnamese law, except for individuals entitled to diplomatic privileges and immunities under Vietnamese regulations and international treaties to which Vietnam is a party.
Cases exempt from administrative handling include diplomats working at diplomatic and consular offices, members of high-level foreign delegations visiting Vietnam, representatives of international organizations and family members living with them in Vietnam, as well as certain administrative and technical staff who commit violations while performing official duties.
Apart from those cases, all traffic violations committed by foreigners in Vietnam are examined and handled under current regulations to ensure strict enforcement of the law and public safety.
The Traffic Police Department also advised foreigners living, working and traveling in Vietnam to proactively familiarize themselves with local road traffic regulations and strictly comply with traffic rules to ensure safety for themselves and others.
