Deputy PM inspects Wipha preparedness in coastal localities
VOV.VN - Deputy Prime Minister Tran Hong Ha on July 21 conducted on-site inspections in Hai Phong city and Hung Yen province to oversee preparations in response to Typhoon Wipha, which is forecast to make landfall early July 22.

In Hai Phong, Le Ngoc Chau, chairman of the municipal People's Committee, reported that the city has mobilised all resources to implement key response measures, with priority to be given to protecting people’s lives.
According to the municipal leader, authorities have identified 78 vulnerable locations, including aging apartment buildings, dike systems, and unsafe structures. Evacuation plans have been prepared and are being executed to relocate residents from high-risk areas.
In coastal aquaculture zones, local police and functional forces have secured floating cages, accounted for all individuals working offshore, and enforced full evacuation to shore by the evening of July 21, with compulsory relocation if necessary.
In Do Son ward, five task forces with 28–30 personnel each have fanned out to tourism areas, fishing ports, and residential neighborhoods. Around 100 households at risk of landslides have been relocated since July 20. Over 700m³ of rock and an additional 10,000m³ have been pre-positioned for emergency reinforcement.
In the afternoon, the Deputy Prime Minister travelled to Hung Yen province, where he inspected key infrastructure, including coastal dikes in Thai Thuy commune and the Tan Son fishing port.
He praised local efforts and emphasised strict adherence to the "Four On-the-Spot" principle – local manpower, local materials, local equipment, and local logistics. He directed local authorities to ensure tight control of vessels in port, including timely bans on going to sea; provide safe mooring instructions; and enhance public communication and warnings against going offshore or traveling through flooded areas.
The Deputy Prime Minister instructed all forces to maintain round-the-clock emergency readiness and ensure sufficient food, water, and shelter at evacuation points to prevent any shortages during or after the storm.
According to the National Centre for Hydro-Meteorological Forecasting, Typhoon Wipha, the third storm to hit the East Sea this year, has regained strength after entering the Gulf of Tonkin on July 21 and is expected to bring increasing rainfall beginning late July 21.
Meteorologists forecast that rain would intensify and peak from the evening of July 21 to the early morning of July 22 as the typhoon’s centre approaches the northern coastal region of Vietnam.
They warned about widespread urban flooding in low-lying and poorly drained areas, and flash floods and landslides in mountainous and hilly regions, particularly in the northern provinces such as Lao Cai, Yen Bai, Ha Giang, and Cao Bang.
