CLMTV countries discuss social insurance for migrant workers

Senior officials from Cambodia, Laos, Myanmar, Thailand and Vietnam (CLMTV) convened their fourth meeting on labour cooperation in Hanoi on August 20, discussing social insurance connection for migrant workers in countries involved.

Organised by the Vietnam Ministry of Labour, Invalids and Social Affairs (MoLISA), the two-day conference gathered representatives from social insurance bodies and agencies involved in the field of the countries, and from the International Labour Organisation (ILO) and the ASEAN.   

In his opening speech at the event, Vice Minister of the MoLISA Doan Mau Diep praised Thailand’s initiative of organising labour conferences at ministerial and senior-official levels among the five countries.

He said the functions have helped the CLMTV group bolster their management of cross-border migrant workers, bring practical benefits for their residents and each country’s economic development.

Diep stressed that the theme of the conference reflects a commitment made at the 2nd CLMTV Ministerial Conference on Labour Cooperation in August 2017. The minister added it is also in line with the five countries’ priority of ensuring social welfare, particularly in social insurance payment and benefits for migrant workers amid their increasing number in the five countries.

At the conference, participants were updated about the latest information on migrant workers’ affairs in the region, as well as the ratification of ILO’s protocols and recommendations related to social welfare, including social insurance for migrant workers.

Representative from the five countries delivered reports on their respective nations’ implementation of social insurance for the workers.

The conference reviewed the CLMTV group’s realisation of their commitment at the 2nd Ministerial Conference on Labour Cooperation. 

It also looked at the five countries’ preparation of agenda for the third ministerial conference in Cambodia in 2019.
