Border talks, friendship envoy titles awarded at Lao Cai-Hekou border gate

VOV.VN - Regular talks and the presentation of first-quarter 2026 Vietnam–China Friendship Envoy titles took place on April 22 at Kim Thanh No.2 border gate in Lao Cai ward, Lao Cai province in northern Vietnam.

The event featured the participation of delegations from four Vietnamese border guard stations, including Lao Cai International Border Gate, Bat Xat, Muong Khuong and Pha Long, and the Hekou Immigration Border Inspection Station of China.

At the talks, both sides reviewed coordination results in the first quarter of 2026 in border gate management, immigration control and the fight against cross-border crime, and discussed and agreed on directions for coordination in the coming period.

Accordingly, the two sides agreed to regularly inform each other of issues arising at border gates, coordinate in handling them in a timely manner, improve control efficiency, maintain order in immigration procedures, strengthen border management and ensure stability in the Lao Cai (Vietnam) - Hekou (China) international border gate area.

They will also continue to raise legal awareness among people on both sides of the border, encourage voluntary compliance with regulations and policies on border gates and national borders, and handle border-related incidents in a manner that is reasonable, appropriate and civilised from the grassroots level.

Both sides consented to resolutely prevent and handle violations across the border, while maintaining and consolidating cooperation mechanisms such as talks, information exchange, liaison officers, hotline communication, handling of emergency situations, handover and repatriation, friendship exchanges and the selection of Vietnam-China Friendship Envoys. They also concurred to continue joint legal awareness activities and strictly comply with the three legal documents on border and border gate management, along with relevant laws of both countries.

Both sides agreed to report to their superiors to seek approval to organise exchanges on identifying forged documents, expand professional exchanges and training, coordinate in managing cross-border vehicles, and strengthen traffic guidance and regulation to ensure orderly, smooth and efficient movement, avoiding prolonged congestion on Kim Thanh bridge.

They also concurred to fully support the construction of a cross-border bridge over the Ba Sai–Bat Xat river, while closely supervising construction units to ensure strict compliance with the agreement on management and protection of the land border. Both sides pledged to join efforts to build the Lao Cai (Vietnam) -

 Hekou (China) border gate into a model of cooperation along the Vietnam-China land border.

At the talks, heads of the two delegations presented the first-quarter 2026 Vietnam-China Friendship Envoy titles, voted by passengers and border residents,  to Senior Lieutenant Nguyen Viet Dung, deputy head of the Kim Thanh No.2 International Border Guard Station (Vietnam), and Third-Class Police Officer Ding Wenbo, Team 1, Hekou Immigration Border Inspection Station (China). The heads of the two delegations then signed the minutes of the first-quarter 2026 talks in the presence of participants.
