Vietnam, Russia vow to promote comprehensive strategic partnership, push high-level deals
VOV.VN - President Luong Cuong has reaffirmed Vietnam’s resolve to deepen its comprehensive strategic partnership with Russia, calling for stronger implementation of high-level agreements and continued support for ASEAN’s stance on the East Sea.

President Luong Cuong on September 29 hosted a reception at the Presidential Palace for Chairman of the Russian State Duma Vyacheslav Volodin and a high-ranking Duma delegation visiting Vietnam to attend the fourth meeting of the Inter-Parliamentary Cooperation Committee between the Vietnamese National Assembly and the Russian State Duma.
Welcoming Chairman Volodin, the Vietnamese head of state said the visit marks an important milestone and injects fresh momentum into the close and effective ties that the two countries have built and nurtured over the past 75 years.
He thanked Russia for its attention to the Vietnamese community there, calling on the State Duma and the Russian Government to continue creating favorable conditions for Vietnamese to live and work, thereby contributing to Russia’s development and bilateral ties. He also expressed hope that Russia would facilitate tourism by offering visa exemption and simplified procedures for Vietnamese travelers.
The Vietnamese State leader stressed that the Party, State and people of Vietnam always remember and appreciate the support and assistance from the Soviet people, including Russians, during the struggle for national defence and the subsequent nation-building process. He underscored that without the October Revolution, the victory over fascism, and the wholehearted support of the Soviet Union, there would not be the Vietnam of today. He reaffirmed Vietnam’s consistent policy of attaching importance to consolidating and strengthening the traditional friendship and comprehensive strategic partnership with Russia.
He congratulated Russia on its achievements under President Vladimir Putin’s leadership and highlighted the Duma’s role in legislation and in contributing to stability and sustainable development.
He urged the Russian State Duma to work with the Vietnamese National Assembly to accelerate the implementation of high-level agreements, particularly those reached between Party General Secretary To Lam and President Putin in May 2025, and between himself and President Putin on September 3, 2025. He also emphasized the need to push forward legal frameworks to tackle obstacles and create favorable conditions to elevate the Vietnam–Russia relationship to new, more substantive and effective heights.
President Luong Cuong expressed his belief that the traditional friendship and comprehensive cooperation between Vietnam and Russia will be further strengthened for the benefit of the two peoples and for peace, stability and cooperation in the region and beyond. He asked Chairman Volodin to convey his greetings and gratitude to President Putin and other Russian leaders.
For his part, Chairman Volodin thanked Vietnamese leaders and people for the warm reception, while reaffirming that the Russian parliament attaches great importance to the traditional friendship and comprehensive strategic partnership with Vietnam. He spoke highly of Vietnam’s socio-economic development achievements and stressed that Russian agencies, political parties and organizations share a strong consensus in supporting closer ties with Vietnam.
Volodin said it is necessary to further enhance the role of the Inter-Parliamentary Cooperation Committee and friendship parliamentary groups, expand delegation exchanges, share legislative experience, and improve supervision and legal frameworks to deepen and make bilateral parliamentary cooperation more practical.
He pledged that the State Duma would continue encouraging Russian ministries, agencies and enterprises to effectively carry out high-level agreements, especially those between Party General Secretary To Lam and President Luong Cuong with President Putin on boosting cooperation in trade, energy and petroleum, education and training, along with other areas of mutual strength and potential.
On the occasion, Volodin conveyed President Putin’s sincere greetings to President Luong Cuong.
During their talks, both sides agreed to enhance political trust, step up cooperation across the Party, State, parliamentary and local channels, and promote specific projects and initiatives in all fields. They also underlined the importance of people-to-people, cultural, sports and tourism exchanges, while voicing confidence that with joint efforts, the two nations will find effective mechanisms and solutions to overcome difficulties and propel their ties forward.
Host and guest also consented to maintain close coordination and exchange of views at international organizations and multilateral forums, thus contributing to peace, cooperation and development regionally and globally.
The Vietnamese leader asked Russia to continue supporting Vietnam’s and ASEAN’s stance on the East Sea, particularly in peacefully resolving disputes in line with international law, the UN Charter and the 1982 UN Convention on the Law of the Sea (UNCLOS).
