Hanoi talks boost Vietnam – Russia strategic partnership, parliamentary cooperation

VOV.VN - Vietnam and Russia have agreed to further promote cooperation in economy–trade, energy, education–training and people-to-people exchanges, while highlighting the crucial role of parliamentary diplomacy in supervising and advancing the Comprehensive Strategic Partnership.

The agreement was reached during talks in Hanoi on September 28 between Tran Thanh Man, Chairman of the National Assembly of Vietnam, and Vyacheslav Volodin, Chairman of the State Duma of Russia, who is on an official visit to Vietnam.

Chairman Man assured his guest that Vietnam always attaches great importance to the traditional friendship and Comprehensive Strategic Partnership with the Russian Federation.

He proposed that the State Duma of Russia further enhance cooperation and coordination with the National Assembly of Vietnam, particularly through sharing experience in implementing the “Smart Parliament” initiative, improving the legal framework, and supporting agencies and organisations of both countries in removing obstacles and difficulties so as to promote cooperation in all areas, especially economy–trade, investment, energy, science and technology, education and training, culture, and people-to-people exchanges.

For his part, Chairman Volodin congratulated Vietnam on its remarkable socio-economic development achievements and wished the country success in implementing the tasks set forth by the Communist Party of Vietnam to ensure a prosperous life for its people. He said that both he personally and the State Duma of Russia always support the promotion of comprehensive cooperation with Vietnam and stand ready, together with the National Assembly of Vietnam, to encourage both countries to continuously expand mechanisms and explore new areas of cooperation.

The two leaders exchanged extensive views on Vietnam – Russia relations, noting that political trust is a vital foundation for the comprehensive development of bilateral ties. They agreed to step up exchanges of delegations at all levels, especially high-level ones, in order to maintain regular contact, enhance mutual understanding, and closely coordinate at multilateral parliamentary forums.

On economy, the two leaders held that while trade and investment cooperation between Vietnam and Russia remains modest compared to potential, it has maintained a positive growth trajectory. They agreed to create favourable conditions for businesses to expand cooperation, encourage greater use of preferential mechanisms under the Free Trade Agreement between Vietnam and the Eurasian Economic Union, and boost projects in energy, oil and gas, digital transformation, and high-tech agriculture.

The top Vietnamese legislator emphasised that education–training and cultural–humanitarian exchanges would continue to serve as strong bridges, strengthening the social foundation of bilateral ties.

Regarding parliamentary cooperation, the two sides agreed to support the relevant bodies of both legislatures in further expanding, deepening, and diversifying channels of contact in order to promptly exchange information and legislative experience. They welcomed the efforts of legislative committees and friendship parliamentary groups to strengthen exchanges, cooperation, and mutual support, while coordinating closely to provide legal backing that facilitates the development of Vietnam–Russia cooperation, delivering practical benefits and tangible outcomes for the peoples of both countries.

Notably, within the framework of the visit, the two leaders co-chaired the fourth Meeting of the Vietnam–Russia Inter-Parliamentary Cooperation Committee. This is the highest-level and the first inter-parliamentary cooperation mechanism established by Vietnam’s National Assembly with a foreign legislature, reflecting the special nature of Vietnam–Russia relations.

At the meeting, the two sides reviewed the outcomes of previous sessions and agreed to further share legislative experience, particularly in drafting laws related to digital economy development, energy transition, social welfare, and environmental protection.

Both sides affirmed the important role of their parliaments in supervising the implementation of cooperation agreements, helping to address challenges faced by ministries, agencies, and enterprises in the process of cooperation.

The two leaders also agreed that the Committee would serve as a key channel to guide the two governments in seeking new drivers of cooperation, and to make the most of potential areas such as science and technology, education and training, and cultural exchange, so as to renew their relations and elevate cooperation to a more comprehensive and substantive level.

At the end of the meeting, both sides adopted the Joint Communiqué on the outcomes of the fourth meeting, which clearly outlines the directions for inter-parliamentary cooperation between the two countries in the coming period, in line with the nature of bilateral relations and the needs of both sides in the new context.

The fifth meeting of the Vietnam–Russia Inter-Parliamentary Cooperation Committee will be held in Russia in 2026 on a rotational basis.
