Vietnam regards ties with China as a top priority in foreign policy

Prime Minister Pham Minh Chinh made the statement during talks with Chinese Premier Li Qiang on the afternoon of June 24 in Tianjin, China, on the sidelines of the 16th Annual Meeting of the New Champions of the World Economic Forum (WEF).
At the talks, PM Pham Minh Chinh conveyed the warm regards of General Secretary To Lam, President Luong Cuong, and National Assembly Chairman Tran Thanh Man to General Secretary and President Xi Jinping, as well as to other senior leaders of the Chinese Party and State. He extended his congratulations on the tremendous achievements made by the Chinese Party, Government, and people in recent times.
He spoke highly of the substantial outcomes of the reciprocal visits between General Secretary To Lam and General Secretary and President Xi Jinping, as well as the bilateral visits and working sessions between the two Prime Ministers in 2024 and 2025, which have added extra impetus to propelling bilateral cooperation across various fields forward.
The Vietnamese cabinet leader affirmed that Vietnam always regards the development of relations with China as an objective necessity, a natural and strategic choice, and a top priority in its foreign policy. He expressed confidence that China will continue to grow and play an important role in global development, security, and civilization. Chinh also briefed his counterpart on the far-reaching reforms Vietnam is undertaking under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam.
In response, Premier Li Qiang conveyed his sincere thanks and warm regards from General Secretary and President Xi Jinping and other senior Chinese leaders to Party General Secretary To Lam and other Vietnamese leaders.
He welcomed and highly appreciated PM Chinh’s attendance, for the third consecutive time at the World Economic Forum held in China, which he said shows Vietnam’s great respect for and top priority given to China and the Vietnam–China relationship.

Congratulating Vietnam on its recent important achievements, Premier Li expressed support for the country’s efforts to fulfill its development goals and successfully organize the 14th National Party Congress.
Reviewing recent cooperation outcomes, the two PMs agreed that relations between the two Parties and the two countries have made substantial and positive progress, with several notable highlights. These include the regular maintenance of high-level exchanges, strengthened political trust, the establishment of multiple new cooperation mechanisms, steady growth in economic, trade, investment, and tourism cooperation, and enhanced cooperation in railway and aviation. Locality-to-locality cooperation and people-to-people exchanges have also become increasingly vibrant.
The two sides consented to continue speeding up the effective implementation of the common perception reached between the top leaders of the two Parties and countries, as well as the outcomes of meetings between the two PMs, translating them into concrete results.
They will maintain regular high-level and all-level exchanges, improve the quality and effectiveness of cooperation across various fields, step up coordination within multilateral frameworks, and uphold a peaceful and stable environment to bring even greater benefits to the peoples of both countries.

PM Chinh called on both sides to further promote the pillar role of security and defence cooperation within the overall Vietnam–China relationship; enhance the quality and effectiveness of practical cooperation in a multitude of fields; maintain regular operations of the intergovernmental working groups on overland infrastructure, monetary issues, and maritime cooperation, as well as the joint committees on economic–trade and science–technology cooperation. He also proposed setting up new working groups in areas such as education, training, finance, culture, and people-to-people exchanges.
He urged both sides to comprehensively carry out the three planned standard-gauge railway lines connecting Vietnam and China, with priority given to accelerating preparations for the Lao Cai–Hanoi–Hai Phong route to begin construction in December 2025. He also expressed hope that China would support Vietnam with preferential loans, technology transfer, human resource training, and cooperation in building a modern domestic railway industry.
To promote more balanced and sustainable bilateral trade, PM Chinh called on China to expand its imports of Vietnamese agricultural products, step up power grid connectivity, spur the development of smart border gates, and study the pilot model of cross-border economic cooperation zones.
He also proposed that the two sides jointly invest in major flagship projects as symbols of their bilateral ties, deepen cooperation in science and technology, innovation, healthcare, culture, sports, tourism, and aviation; strengthen locality-to-locality and people-to-people exchanges, especially among the younger generations, and support each other in multilateral frameworks.
Agreeing with PM Pham Minh Chinh’s cooperation proposals, Premier Li Qiang expressed hope that the two countries would make thorough preparations for the 17th meeting of the China–Vietnam Steering Committee for Bilateral Cooperation, as well as strategic dialogue mechanisms between the two sides’ foreign affairs, public security, and defence ministries, with a view to bolstering all-round cooperation.

Premier Li affirmed that China stands ready to accelerate the strategic development connectivity with Vietnam, and acknowledged Vietnam’s desire to promptly begin construction of standard-gauge railway lines connecting the two countries.
Accordingly, he proposed that the two sides soon convene the first meeting of the Intergovernmental Railway Cooperation Committee, expedite feasibility studies, and adopt the most optimal plan for project implementation, based on scientific principles, safety, and compliance with standards.
Li affirmed that China is willing to expand imports of more high-quality Vietnamese products and goods, and to encourage capable Chinese enterprises to invest in Vietnam in fields such as artificial intelligence, digital economy, green economy, next-generation 5G, and satellite applications. He also expressed readiness to strengthen people-to-people exchanges and expedite the implementation of aid projects aimed at improving livelihoods and directly benefiting local residents.
During the talks, the two PMs engaged in an in-depth, sincere, and candid exchange of views on maritime issues, agreeing to jointly better manage and settle differences while maintaining peace and stability.
PM Chinh called on both sides to strictly implement the high-level common perception and the Agreement on Basic Principles Guiding the Settlement of Sea-related Issues between Vietnam and China. He also urged joint efforts with ASEAN to soon conclude an effective and substantive Code of Conduct (COC) in the East Sea, consistent with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), in accordance with the consensus of all parties.
The two leaders also compared noteson international and regional issues of shared concern and concurred to maintain coordination and cooperation at regional and international forums. Premier Li Qiang welcomed Vietnam’s decision to become a partner of a partner of the BRICS group of emerging economies – Brazil, Russia, India, China, and South Africa.
