Vietnam reaffirms foundational role of nuclear non-proliferation treaty
VOV.VN - An international seminar on the Treaty on the Non-Proliferation of Nuclear Weapons was held recently in Vienna, Austria, bringing together representatives from countries, international organisations and experts.
The event was co-organised by the missions of Austria, Kazakhstan and Switzerland to exchange views ahead of the 11th NPT Review Conference scheduled for late April in New York.
Discussions said the current international context presents challenges to the nuclear arms control and non-proliferation regime, including declining trust, rising geopolitical tensions and risks to the safety and security of nuclear facilities.
Many participants said the 2026 NPT Review Conference is of particular importance and requires countries to enhance dialogue, strengthen cooperation and work towards a balanced, substantive and feasible outcome document.
Participants also underlined the central role of the International Atomic Energy Agency (IAEA) in promoting the use of nuclear energy for peaceful purposes, ensuring nuclear safety and security, and fully implementing safeguards, helping to strengthen trust among countries. The need to enhance technical cooperation and support developing countries in accessing nuclear technology for peaceful purposes was also highlighted.
Addressing the seminar, Vu Le Thai Hoang said the NPT remains the foundation of the international security architecture. He laid stress on the need to strengthen trust among member states, maintain balance among the treaty’s three pillars- non-proliferation, disarmament and the peaceful use of nuclear energy, and said consensus is a key principle ensuring the legitimacy and effectiveness of the conference. He urged countries to show flexibility and a constructive spirit to achieve substantive outcomes.
On specific issues, he stressed advancing substantive disarmament measures, increasing transparency, building confidence and reducing nuclear risks.
In the area of non-proliferation, Hoang underlined the role of safeguards and affirmed that countries’ right to access nuclear technology for peaceful purposes must be ensured in line with safety, security and non-proliferation standards.
He also proposed improving the effectiveness of the review process, refining working methods and strengthening accountability in realizing commitments.
In particular, Ambassador Vu Le Thai Hoang called on countries participating in the 2026 NPT Review Conference to engage in an open, flexible and constructive manner, emphasizing the role and responsibility of nuclear-weapon states, especially the permanent members of the United Nations Security Council (P5), in implementing commitments, promoting dialogue and facilitating consensus.
He said that, as Chair of the 11th NPT Review Conference, Vietnam is ready to work closely with all member states to accelerate an inclusive, transparent and comprehensive consultation process, to achieve a positive outcome and further strengthen the NPT’s role in international peace and security.
The seminar contributed to substantive exchanges among participating parties, helping to strengthen shared understanding and define priorities for the 2026 NPT Review Conference, towards the common goal of maintaining peace, security and sustainable development in the world.
