Vietnam puts forth important recommendations at APPF-31

VOV.VN - National Assembly (NA) Vice Chairman Nguyen Duc Hai delivered a key-note speech at the first plenary session of the 31st Asia-Pacific Parliamentary Forum (APPF-31) held on November 24 in Manila, the Philippines, giving recommendations from Vietnam with a view to further enhancing the role of parliaments in promoting peace and stability in the region.

NA Vice Chairman Hai said that first of all, countries need to continue to maintain strong political commitments to promote multilateral ties, inter-parliamentary co-operation, enhance dialogue, information sharing and experience in parliamentary operations, improve understanding, and build trust on the basis of mutual respect.

Members need to seriously comply with international commitments; international law; and the UN Charter, not to use force, power politics and unilateralism, and not to cause division.

It can therefore be viewed as necessary to ramp up parliamentary co-operation in the region through strengthening ties and collaboration mechanisms and networks such as the APPF, enhance co-operation and exchanges between parliaments to exchange information, and experience and learn from each other.

This is in addition to creating networks of co-operation and linkages between parliaments to increase their overall power and influence, NA Vice Chairman Hai emphasized.

Parliaments can work together in building common rules and standards, exchange and discuss solutions to promote peace and stability, as well as global issues, he added.

According to the NA Vice Chairman, it can be viewed as imperative for parliaments to improve the professional capacity of parliaments and parliamentarians to promote peace and stability.

Parliaments must therefore grasp and closely follow international and global issues, especially in terms of security, economics, the environment and human rights, while simultaneously promoting the full and comprehensive participation of people, including disadvantaged groups in society in the policy-making process towards building proper policies and decisions of the people, by the people and for the people.

Finally, APPF member parliaments need to prioritize resources for sustainable and inclusive development goals, thereby creating a foundation for peace and stability in the region and the world.

“The world has passed more than halfway to the 2030 Sustainable Development Goals, but the gap between commitments and implementation process is still very far. With the current approach, the Asia-Pacific region can only fulfill these goals by 2065, 35 years later than the original plan.

Therefore, there is an urgent need to mobilize and effectively use public, private, domestic and international financial resources, as well as contributions from organizations and people,” he said.

Also at APPF-31, the NA Vice Chairman went on to affirm that the country’s top priority is always given to maintaining a peaceful and stable environment to boost national development, while improving the lives of people and communities, as well as contributing responsibly to solving common challenges of the region and the world.

Vietnam supports initiatives that contribute to peace and stability in the region and the world, as well as backing the promotion of resolving conflicts and disputes by peaceful means, without threats or the use of force, while complying with international law and the UN Charter.

He also stressed that the Vietnamese NA is committed to continuing to accompany APPF and member parliaments in promoting the law-making and supervisory role of parliaments in co-ordination with member countries to maintain peace and stability, maintain connectivity and global economic recovery, as well as promoting the region's pioneering role in economic development.
