Vietnam, Laos step up cooperation to give substance to strategic partnership

VOV.VN - Pasaxon newspaper, the mouthpiece of the Lao People’s Revolutionary Party, has published an article titled “Cooperation between the National Assembly of Laos and the National Assembly of Vietnam toward a strategic partnership in the new period.”

The article affirms that as the world and regional situation continues to evolve rapidly in a complex and unpredictable manner, profoundly affecting countries including Laos and Vietnam, solidarity and mutual assistance between the two Parties, the two States and the two National Assemblies constitute an objective factor, a law of history, and one of the greatest and most vital sources of strength for the cause of national construction and defence in each country. This contributes to preserving and developing the great friendship, special solidarity, comprehensive cooperation and strategic ties between Vietnam and Laos.

According to the article, in recent years cooperation between the National Assembly of Laos and the National Assembly of Vietnam has been continuously consolidated and deepened, achieving notable results across many fields.

Leaders of the two sides have strengthened relations, cooperation, exchanges and high-level contacts through flexible forms. Regular visits and meetings between leaders and deputies of the two legislatures have created favorable conditions for exchanging lessons and experience in legislative work, supreme supervision and decisions on important national matters.

The two sides have actively coordinated in implementing the cooperation agreement between the two National Assemblies and maintained close, coordinated and effective cooperation, contributing to overall bilateral relations.

They have consistently carried out the policy of the two Parties and the two States of attaching importance to developing the great friendship, special solidarity, comprehensive cooperation and the Laos-Vietnam strategic partnership. Even in difficult and complex circumstances, Laos-Vietnam relations must be further strengthened. Meetings and cooperation between specialized committees and friendship parliamentarian groups have achieved positive results in many areas.

Close coordination at multilateral parliamentary forums, particularly within the framework of the Inter-Parliamentary Union (IPU) and the ASEAN Inter-Parliamentary Assembly (AIPA), has contributed to enhancing the position and credibility of each country while promoting a common voice for peace, security and sustainable development in the region.

In particular, the two legislative bodies have coordinated to publish the book “50 years of relations between the National Assembly of the Lao People’s Democratic Republic and the National Assembly of the Socialist Republic of Vietnam.”

The publication is a vivid testament to the history of comprehensive cooperation between the two legislatures, affirming the correctness and consistency of leadership and comprehensive cooperation between the two Parties and the two States, as well as the proactiveness, creativity and important role of the two National Assemblies in consolidating and developing Laos–Vietnam relations in recent years. The two sides agreed to continue stepping up communication about bilateral relations in general and relations between the two legislatures in particular, especially among the younger generation.

To realize the policy of the two Parties and the two States on elevating relations and adding substance to the “strategic partnership,” in the coming period the National Assembly of Laos and the National Assembly of Vietnam will attach importance to close coordination and the exchange of legislative and supervisory experience, and create favorable conditions for the effective implementation of high-level agreements, treaties and cooperation agreements between the two countries, particularly key tasks under the Laos-Vietnam Cooperation Strategy for 2021-2030 and the Laos-Vietnam Cooperation Agreement for 2021-2025.

The two sides will coordinate in drafting a cooperation agreement between the two legislatures to soon sign a new agreement consistent with current development conditions and reflecting the substance of the strategic partnership between the two law-making bodies.

They will intensify high-level delegation exchanges; share experience in legislation and supervision; accelerate effective implementation of signed cooperation agreements; support each other at international and regional forums; and coordinate closely to remove obstacles and expand new areas of cooperation such as the digital economy, green energy transition, infrastructure connectivity, and education and training, in line with the orientations following the 12th Congress of the Lao People’s Revolutionary Party and the 14th National Congress of the Communist Party of Vietnam. They will share experience in digital transformation, building a digital parliament and applying artificial intelligence (AI) in parliamentary activities.

Delegation exchanges will be enhanced, including those involving localities and provincial People’s Councils. People-to-people exchanges and border meetings will be strengthened to safeguard a peaceful, friendly, cooperative and developing border. Information and experience will be shared in restructuring and consolidating the organizational apparatus of agencies under the National Assembly.

Conferences and workshops will be organized to exchange experience in various areas of parliamentary operation, including plenary sessions of the National Assembly (NA), meetings of its Standing Committee, activities of its agencies, delegations and deputies on issues of mutual concern, in order to enhance advisory work for the National Assembly and apply it effectively in practice.

Exchanges between specialized committees, deputies, friendship parliamentarian groups, women deputies and young deputies will be strengthened within bilateral and multilateral frameworks. Coordination will be boosted in supervising the implementation of key investment cooperation projects and bilateral agreements. Exchanges between provincial- and centrally run city-level People’s Councils, particularly border provinces and twinned localities of the two countries, will also be expanded.

Another strategic issue is strengthening cooperation in training and developing high-quality human resources, with emphasis on fostering managerial officials of the two National Assemblies.

The two sides will bolster close coordination, mutual assistance and exchanges of views and positions on international and regional issues at parliamentary forums such as the IPU, AIPA, the Asia-Pacific Parliamentary Forum (APPF) and the Parliamentary Assembly of the Francophonie (APF), to enhance the standing of each country in the region and the world.

The two NAs are also actively coordinating in researching, compiling and publishing the book “50 years of relations between the National Assembly of the Socialist Republic of Vietnam and the National Assembly of the Lao People’s Democratic Republic – Comprehensive cooperation and development,” to disseminate it widely and raise public awareness in both countries about the close bond between the two legislatures, thereby contributing to deeper understanding of the special Vietnam-Laos relationship.

Amid complex global and regional developments, the role of the National Assembly is increasingly affirmed in institutionalizing the Party’s lines and policies into law, exercising supreme supervision, deciding important national issues, and representing the will and the people’s right to mastery.

The article concludes that Laos-Vietnam relations represent a great friendship, special solidarity and comprehensive cooperation that have been elevated to a strategic partnership, showing long-term political commitment and serving as an invaluable asset and a major source of strength for the two peoples.

On that basis, both Vietnamese and Lao NAs will continue to expand cooperation in new areas, guiding parliamentary cooperation and the special Laos-Vietnam relationship toward greater substance and effectiveness in the new period.

Over the next five years, the two legislatures will strengthen coordination to effectively implement the resolutions of the two Parties, further deepening and making parliamentary cooperation more practical, contributing to the continued development of the great friendship, special solidarity, comprehensive cooperation and strategic partnership between Laos and Vietnam, while consolidating and deepening cooperation between the two NAs and making a positive contribution to national construction and defence in each nation.
