Vietnam, Laos, Cambodia bolster tripartite cooperation on sidelines of ASEAN Summit
VOV.VN - Prime Minister Pham Minh Chinh on May 26 hosted a working breakfast with his Cambodian and Lao counterparts Samdech Thipadei Hun Manet and Sonexay Siphandone on the sidelines of the 46th ASEAN Summit and related meetings in Kuala Lumpur, Malaysia.

The three leaders discussed shared areas of cooperation as well as regional and international issues of mutual concern. They acknowledged that all three countries are working to overcome challenges to security, politics, and socio-economic development stemming from global and regional volatility. They noted marked qualitative progress in both bilateral and trilateral ties and highlighted the timely implementation of practical cooperation plans following recent high-level meetings between the top leaders of the three ruling parties and other senior officials.
The three PMs agreed that numerous bilateral and trilateral cooperation mechanisms between Vietnam, Cambodia, and Laos have been functioning effectively, helping to reinforce their tripartite ties. Notably, regular meetings between the three defence ministers, public security or interior ministers, and foreign ministers are instrumental in accelerating the implementation of high-level agreements and directives.
They reaffirmed that mutual trust and shared strategic vision are fundamental to sustained, long-term cooperation across a variety of fields, with particular emphasis on connectivity in trade, finance, education, culture, and people-to-people exchanges.
The leaders pledged to augment cross-border development cooperation, focusing on transport infrastructure, energy, trade, digital transformation, and human resources, while enhancing the efficiency of land border gates to facilitate cross-border trade and local development. They also discussed the possibility of establishing cross-border economic zones and revising existing agreements to create more streamlined legal frameworks, with the goal of raising Vietnam–Laos trade to US$5 billion and Vietnam–Cambodia trade to US$20 billion. The three sides also consented to promote the “Three Countries, One Destination” tourism initiative and work with Thailand to speed up regional transport connectivity projects.

Sharing the view that one country’s security is another’s interest, the three government leaders reaffirmed their commitment to maintaining political stability, security, and social order in each country and along their shared borders. They agreed to intensify joint efforts to combat crime, prevent illegal border crossings, and protect peaceful and stable frontiers. They expressed confidence that the trilateral meetings between defence, security, and foreign ministers would help translate high-level directives into concrete action.
The leaders underlined the importance of preserving and promoting the long-standing solidarity among the three countries, calling it a cornerstone of closer cooperation. They consented to maintain regular high-level visits and exchanges across all channels and levels; enhance public outreach on the historical significance and enduring value of trilateral solidarity, including past sacrifices for one another; and foster stronger connections among young leaders, lawmakers, youth, and citizens of the three nations.
To that end, they agreed to closely oversee and guide ministries, sectors, and localities in implementing the agreed commitments and exploring the establishment of new, results-oriented cooperation mechanisms.
Cooperation in education, training, tourism, culture, and science and technology will be further expanded, with Vietnam expressing its readiness to increase the number of high-quality scholarships for Lao and Cambodian students.
The three leaders concurred on continuing close consultation on international and regional issues of shared interest, including the East Sea and the situation in Myanmar as well as on bilateral and trilateral matters, and pledged to work together in preparing major upcoming events in each country.
On this occasion, PM Pham Minh Chinh expressed appreciation for the attention and support that the Lao and Cambodian governments have given to the Vietnamese communities living in their countries. He expressed hope that they will continue to help ensure stable livelihoods and integration for Vietnamese-origin residents, enabling them to contribute to the development of Laos and Cambodia and to trilateral ties.
Chinh also conveyed letters from Party General Secretary To Lam to General Secretary and President of Laos Thongloun Sisoulith and to President of the Cambodian People’s Party and President of the Cambodian Senate Hun Sen, inviting them to attend Vietnam’s 80th National Day celebrations.
