Vietnam, Laos boost ideological cooperation, cadre exchanges

VOV.VN - Deputy Head of the Commission for Information and Education of the Communist Party of Vietnam (CPV) Central Committee Phan Xuan Thuy held talks in Hanoi on September 29 with Sakhone Phommalath, Deputy Head of the Propaganda and Training Board of the Lao People’s Revolutionary Party (LPRP) Central Committee, who is currently leading a delegation on a working visit to Vietnam.

During the talks, Sakhone Phommalath stated that since the beginning of 2026, the Lao political system has continued implementing the Resolution of the 12th National Party Congress.

The Party Central Committee has focused on key priorities, including consolidating and developing economic sectors toward an independent and self-reliant economy, and enhancing human resource quality to meet development requirements in the new context. The LPRP Propaganda and Training Board has actively promoted the Party and State's guidelines and policies, contributing to socio-political stability, improving living standards, alleviating economic difficulties, and containing inflation.

Reviewing bilateral cooperation between the two bodies for the 2022-2026 period, Sakhone Phommalath noted that bilateral agreements have been effectively realized. Major achievements include organizing joint seminars on major historical anniversaries, producing propaganda materials highlighting the achievements of the two Parties and States and their traditional solidarity, and conducting annual professional training exchanges for officials from both organizations.

Emphasizing that regular information and publicity campaigns on Vietnam-Laos relations raise public awareness of the great friendship, special solidarity, and comprehensive cooperation between the two nations, Sakhone Phommalath expressed gratitude for Vietnam's timely and valuable support. He affirmed that the LPRP Propaganda and Training Board will continue preserving and forging ties between the two Parties and States.

In response, Phan Xuan Thuy said that following a Politburo decision on August 1, the former Commission for Information, Education and Mass Mobilization was renamed the Commission for Information and Education, with mass mobilization duties transferred to the Party Committee of the Vietnam Fatherland Front and central mass organizations.

The Commission currently concentrates on two core strategic advisory functions regarding political, ideological, and moral affairs; public communication; external information; press and publication guidance; theoretical research and practical summarization; public opinion monitoring and orientation; protection of the Party's ideological foundation; arts and culture; and ideological Party building.

According to Phan Xuan Thuy, both bodies have maintained regular delegation exchanges, talks, and experience-sharing across various ideological domains. Locality-to-locality cooperation continues to expand, particularly among border localities.

All nine Vietnamese provinces sharing a border with Laos have signed bilateral cooperation agreements in information and education.

Regarding training for Lao ideological personnel, under agreements between the two Parties, Governments, and agencies, the Ho Chi Minh National Academy of Politics conducts an annual professional training course for LPRP officials.

Between 2023 and 2026, 70 Lao officials participated in these courses, comprising 36 central-level and 34 local-level officials. Curricula are updated annually, focusing on political theory, propaganda methods, and professional operations.

Outlining future cooperation directions, Phan Xuan Thuy proposed that both bodies soon finalize the draft Cooperation Agreement for the 2027-2031 period, submit it to competent authorities, and complete necessary preparations for signing in 2027, which marks key bilateral anniversaries.

The two agencies will step up experience exchanges on political, ideological, and moral work, theoretical research, public opinion orientation, and ideological protection, while prioritizing emerging issues such as digital transformation and the application of science and technology in ideological work.

Concurrently, both sides will expand cooperation in press, publications, external information, and digital media platforms; coordinate in producing multi-platform, multi-lingual communication products; share digital archives and methods suited to younger generations; and cooperate in identifying, refuting, and countering false and distorted narratives concerning bilateral ties.

Furthermore, both organizations will maintain and upgrade professional training courses for Lao officials by assessing training needs, updating thematic modules, combining theory with field studies, emphasizing digital communication, public opinion, press publications, ideological defence, and expanding exchanges for young and professional cadres aligned with mutual conditions.
