Vietnam, Cuba reaffirm long-standing friendship and comprehensive cooperation

VOV.VN - Party General Secretary To Lam held talks with First Secretary and President of the Republic of Cuba Miguel Díaz-Canel Bermúdez in Hanoi on September 1, immediately following a red-carpet welcome ceremony for the top Cuban leader.

The talks aim to examine ways to make bilateral cooperation more substantive and increasingly effective in the time ahead.

Opening the talks, the Vietnamese Party chief affirmed that the Vietnam–Cuba relationship was laid the foundation for by President Ho Chi Minh and leader Fidel Castro and has been carefully nurtured by successive generations of leaders of both countries over the past 65 years. Generations of Vietnamese people have always made great efforts to carry out President Ho Chi Minh’s legacy, regarding solidarity with Cuba as the conscience and responsibility of Communists and the entire Vietnamese people.

General Secretary To Lam emphasized that Vietnam always treasures and remembers the genuine and meaningful solidarity and support, both moral and material, that Cuba has provided to Vietnam during the nation’s struggle for liberation and reunification, as well as in the ongoingprocess of building and safeguarding the homeland.

The Party, the State, and the people of Vietnam are proud and determined to work with the Party and State of Cuba to inherit and continuously promote the precious legacy and the great achievements of bilateral cooperation, to expand and enhance the effectiveness of comprehensive cooperation between the two countries, commensurate with their potential and the strong political trust between them.

The two leaders showed great joy over the robust and steadily growing ties between their countries, particularly following the state visit to Cuba by Party chief Lam in September last year. They stated that regular exchanges of delegations, especially at the high level, have been maintained effectively, while ministries, sectors, localities, and businesses have closely coordinated in implementing agreements. Both sides agreed that the bilateral relations have advanced in a more sustainable and substantive direction, rooted in the spirit of companionship, cooperation, and development.

For his part, First Secretary and President of the Republic of Cuba Miguel Díaz-Canel Bermúdez stated “On the historical milestones of the bilateral relationship, including last year’s visit to Cuba in your capacity as General Secretary and President, we reaffirmed and resolved to further deepen relations in all fields, as you shared. We also wish to express our sincere and profound gratitude to the Party, State, and people of Vietnam for actively supporting the Vietnamese Red Cross’s donation program for Cuba. This clearly demonstrates the spirit of cooperative friendship and brotherhood between the peoples of our two countries.”

Both leaders underscored the necessasity of consolidating political trust and strategic coordination and maintaining high-level visits and dialogues across all channels. They stressed the significance of theoretical exchanges on the path toward socialism, experience sharing in socio-economic development and Party building, preparing for their respective Party Congresses in 2026. They concurred to promote research and dissemination of the thoughts of President Ho Chi Minh and Fidel Castro while upgrading and effectively implementing the existing dialogue and cooperation mechanisms to pursue the agreed goals and strategies.

Host and guest  consented to strengthen and deepen cooperation across economics, trade, and investment, especially in such strategic domains as agriculture, solar energy and biotechnology-pharmaceuticals. Cuba affirmed its commitment to facilitating Vietnamese businesses’ investment and operation in the country, particularly in rice production and new agricultural models that will boost Cuba’s domestic food production, thereby ensuring food security for the country’s sustainable development.

This is the third official visit of the First Secretary and President of Cuba to Vietnam. The first took place in June 2013 when he served as First Vice President of the Council of State and Council of Ministers, and the second in November 2018 when he was Chairman of the Council of State and Council of Ministers.

From the first building blocks laid by Cuban national hero José Martí, President Ho Chi Minh, and Cuban leader Fidel Castro, and carefully nurtured by successive generations of leaders and peoples of both countries, the bilateral relationship has been forged through the ups and downs of history and remains strong today, demonstrating its inherent nature.

Over the past 65 years, cooperation between the two countries has been implemented broadly at all levels, through all channels and across all sectors, structured around three main pillars: political-diplomatic relations as the foundation, economic-trade-investment cooperation as the driving force, and people-to-people exchanges as the cohesive element.

It can be affirmed that, despite being separated by half the globe, the traditional solidarity, special friendship, and comprehensive cooperation between Vietnam and Cuba have become a model in international relations.

On the occasion, To Lam briefed his guest on the initial results of a 65-day nationwide fundraising programme launched to mark the 65th anniversary of the Vietnam-Cuba diplomatic relations. Within a short period, nearly 2 million participants contributed roughly VND400 billion VND (US$15.18 million), which he described as a vivid symbol of the solidarity and brotherhood between the two Parties, States, and peoples.

Following the talks, the two leaders witnessed the handover of a token of the donations raised so far under the campaign. They also witnessed the signing of the minute of the 42nd session of the Vietnam – Cuba Intergovernmental Committee on economic and scientific–technical cooperation, together with multiple cooperation agreements in the areas of food production, health care, archives, and biotechnology.
