Vietnam, China look to substantive parliamentary cooperation

VOV.VN - National Assembly President Tran Thanh Man will pay an official visit to China and co-chair the second meeting of the cooperation committee between the Vietnamese National Assembly and the National People's Congress of China from October 11 to 15, 2026.

Sharing with the press regarding the significance and contents of the visit, Deputy Minister of Foreign Affairs Nguyen Minh Vu said that the event is of great diplomatic importance to continuously materialize the foreign policy of the 14th National Congress, contributing to further consolidating and developing Vietnam-China relations, enhancing the efficiency of cooperation between the two legislative bodies, and affirming the pillar role of parliamentary cooperation in the overall comprehensive strategic cooperative partnership between Vietnam and China.

The major focus of the visit is the second meeting of the cooperation committee between the Vietnamese National Assembly and China's National People's Congress. Established in 2024, this is a high-level inter-parliamentary cooperation mechanism that both sides maintain with very few other nations worldwide.

The meeting serves as a practical activity, providing an opportunity for the legislative bodies of both countries to share and materialize directions for closer coordination, build more favorable legal frameworks for bilateral cooperation, and supervise and urge the realization of common perceptions and high-level agreements reached by both nations, particularly during the highly successful state visit to China by General Secretary of the Communist Party of Vietnam Central Committee and President To Lam in April 2026.

Elaborating on how the visit will contribute to bilateral ties and each nation's growth, Deputy FM Nguyen Minh Vu emphasized that the visit will deliver substantive contributions across three key aspects.

First, both sides will further strengthen close cooperation between the Vietnamese National Assembly and China's National People's Congress across all levels, including top leadership, specialized committees, parliamentary groups, and local people's councils, actively contributing to promoting the building of a community with a shared future of strategic significance at a new height.

Second, in preparing for the visit and the cooperation committee meeting, both sides have identified substantive contents in areas such as enhancing strategic transport connectivity, smart border gates, cross-border economic zones, urban management, social and people-to-people foundations, and sharing experiences and cooperation opportunities in science and technology. Expressing hope that China, as a leading nation in these fields, will share development experience and enhance mutual understanding, the Deputy FM noted this will facilitate bilateral cooperation in economics, trade, investment, as well as emerging fields such as science, technology, innovation, artificial intelligence, high-quality human resources training, smart urban development, green economy, and circular economy.

Third, the delegation accompanying National Assembly Chairman Tran Thanh Man includes representatives from various ministries, localities, and specialized committees of the National Assembly. Bearing both popular and state characteristics of parliamentary cooperation, the substantive cooperation between the two legislatures will convey messages of friendship, demonstrating the proactive role of the Vietnamese National Assembly and China's National People's Congress in strengthening substantive and efficient parliamentary cooperation to contribute to the shared development of the comprehensive strategic cooperative partnership and bring practical benefits to the people and businesses of both countries.
