Vietnam calls for nuclear risk reduction, global arms control

VOV.VN - Vietnam called on countries to enhance dialogue, build trust, reduce nuclear risks, and promote global arms control during the plenary session of the First Committee on Disarmament and International Security of the 81st session of the United Nations General Assembly on October 8 at the United Nations Headquarters in New York, the US.

The meeting was attended  by High Representative for Disarmament Affairs Izumi Nakamitsu, the President of the 81st session of the United Nations General Assembly, alongside numerous representatives from member states, regional organizations, and non-governmental organizations.

At the discussion, Under-Secretary-General and High Representative for Disarmament Affairs Izumi Nakamitsu emphasized the decline in trust, nuclear risks, and challenges posed by new technologies, including artificial intelligence, to international peace and security. She urged enhanced dialogue, confidence-building, and risk-reduction measures.

Nepal, in its capacity as Chair of the First Committee, warned of challenges facing disarmament and international security, emphasizing the requirement to strengthen cooperation and multilateralism. The President of the 81st session of the United Nations General Assembly urged reinforcing disarmament mechanisms, expanding dialogue on AI, autonomous weapons, cybersecurity, and outer space, and streamlining the working methods of the First Committee for greater efficiency.

Addressing the session, Ambassador Do Hung Viet, Permanent Representative of Vietnam to the United Nations, stated that over the past year, the international security environment has continued to deteriorate, trust among nations has declined, dialogue channels have been disrupted, the tendency to use military instruments to address security concerns has increased, and the multilateral system is facing severe pressure.

Ambassador Do Hung Viet affirmed Vietnam's commitment to supporting all efforts toward the complete elimination of weapons of mass destruction, while ensuring the legitimate rights of countries in the peaceful use of science and technology, and upholding international law, including the United Nations Charter and key multilateral treaties in the field of disarmament.

Referring to the outcome of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), Vietnam urged countries to consolidate the review process and strengthen the implementation of shared commitments. At the same time, the country called on nuclear-weapon states to promote  dialogue to reduce nuclear risks, fulfill obligations under Article VI of the Treaty, and achieve substantive progress in nuclear arms control and disarmament.

The nation also laid stress on  the role of international cooperation in controlling small arms and light weapons, settling the consequences of unexploded ordnance left over from war, strengthening multilateral dialogue on AI, cybersecurity, and emerging technology governance, and ensuring that outer space is used for peaceful purposes where all countries, especially developing nations, can access and utilize space technology and services in a fair and sustainable manner.

Ambassador Do Hung Viet stressed that in the face of growing divisions and challenges, countries must continue to listen, engage in dialogue, participate constructively, and respect shared principles. Nations must also enhance the efficiency, transparency, and inclusivity of global disarmament institutions to create more space for dialogue and consensus-building.
