Vietnam- Azerbaijan political dialogue pursues future-oriented cooperation

VOV.VN - Deputy Foreign Minister Le Thi Thu Hang and her Azerbaijani counterpart, E. Mammadov, on April 21 co-chaired a political consultation to discuss ways to enhance bilateral relations and exchange views on regional and international issues of mutual concern.

The two sides reviewed and agreed on the content, schedule, and plans for high-level delegation exchanges, while assessing the outcomes of recent agreements between the two countries' leaders.

They shared the view that the long-standing traditional friendship between Vietnam and Azerbaijan had been nurtured for decades, even before the two countries officially established diplomatic ties in 1992. Notably, President Ho Chi Minh’s historic visit to Azerbaijan in 1959 laid a solid foundation for bilateral relations.

Highlighting the recent achievements in bilateral ties, both sides agreed on the need to maintain regular exchanges and contacts at all levels, especially high-level exchanges through various channels and in multiple fields, in order to build momentum and strengthen other areas of cooperation in a substantive and sustainable manner.

With that spirit, the two diplomats reviewed progress in foreign affairs coordination between the two countries' senior leaders, both in the past and going forward. They reaffirmed that the two foreign ministries would work closely and exert maximum efforts to ensure the thorough preparation and successful organization of high-level visits and activities. They also committed to jointly speeding up the effective implementation of commitments and agreements reached by the two countries' leaders, aiming for a new phase of strong, substantive, and rapid development in bilateral ties for the benefit of both peoples and for peace, stability, cooperation, and development in the region and the world.

The two sides briefed each other on their respective socio-economic situations and foreign affairs While acknowledging the positive growth in bilateral trade, Deputy Minister Le Thi Thu Hang and Deputy Minister E. Mammadov noted that the current trade volume remained modest compared to the potential and strengths of both countries. They agreed that bilateral trade has yet to reach a stable level or meet the expectations of either side. Both countries still have ample room to expand economic cooperation, particularly in complementary sectors such as energy, mining, and agriculture.

Hang suggested that Azerbaijan create more favorable conditions for businesses from both countries to strengthen connections, intensify exchanges, and expand investment and business opportunities. She also called for greater market access for each other's goods and closer coordination to jointly penetrate regional markets.

In response, Deputy Minister E. Mammadov highlighted Azerbaijan’s strengths in energy and transportation, expressed willingness to cooperate with Vietnam, and proposed that the two sides explore expanding cooperation into sectors where they possess mutual advantages and potential.

Both sides also shared the view that Vietnam and Azerbaijan boast great potential for cooperation in defence and security, science and technology, innovation, culture, sports, and tourism.

Regarding education and training, they noted that the two countries have a longstanding tradition of cooperation, with over 5,000 Vietnamese students having studied in Azerbaijan. They laid stress on the need to build on this foundation by boosting ties in this field, especially through student and faculty exchanges and training programs in areas of mutual need and strength so that younger generations can continue serving as a bridge connecting the two nations and economies.

Regarding cooperation between the two foreign ministries, both diplomat consented to maintain regular political consultation mechanisms and high-level exchanges between the two ministries to enhance their coordinating role in fostering overall relations between Vietnam and Azerbaijan, as well as stepping up cooperation between ministries, sectors, and localities of the two countries. Both sides concurred to continue close coordination at multilateral forums, particularly within the framework of the United Nations.

Exchanging views on international and regional issues of shared interest, the two sides underscored the importance of maintaining peace, stability, and security, including maritime security and reaffirmed their support for the peaceful settlement of disputes in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Both sides emphasized the importance of upholding the UN Charter, including the principles of respect for sovereignty and territorial integrity, refraining from the threat or use of force, and settling disputes through peaceful means based on international law.

On the same day, Deputy Minister Le Thi Thu Hang paid a courtesy call on Azerbaijani Foreign Minister Jeyhun Bayramov. Minister Bayramov spoke highly of Vietnam’s role and standing in the region, expressed admiration for the country’s recent development achievements, and affirmed Azerbaijan’s readiness to bolster bilateral cooperation towards upgrading ties in the near future.

 He also hailed the outcomes of the political consultation, which demonstrated Vietnam’s importance attached to the overall bilateral relationship as well as to cooperation between the two foreign ministries. He welcomed upcoming high-level delegation exchanges and affirmed that the Azerbaijani Ministry of Foreign Affairs would do its utmost to propel bilateral ties forward and thoroughly prepare for future high-level visits.

In response to Minister Bayramov’s positive remarks about Vietnam and based on the long-standing friendship and all-around cooperation between the two countries, Deputy Minister Le Thi Thu Hang affirmed her commitment to actively exchange information and closely coordinate with relevant Vietnamese agencies to accelerate the implementation of high-level commitments and agreements, as well as to consider Azerbaijan’s proposals for future cooperation, particularly as Vietnam enters a new era marked by comprehensive development goals and strategic breakthroughs.

Hang applauded Azerbaijan’s active role in and positive contributions to international mechanisms such as the United Nations and the Non-Aligned Movement. She called on Azerbaijan to support the stance of Vietnam and ASEAN regarding the East Sea issue, emphasizing the importance of peaceful dispute resolution, refraining from the use or threat of force, ensuring the participation of all relevant parties, and welcoming efforts to draft and soon adopt a Code of Conduct in the East Sea (COC).

On this occasion, Deputy Minister Hang conveyed greetings from Deputy Prime Minister and Foreign Minister Bui Thanh Son to Minister Bayramov.

Minister Bayramov expressed his sincere thanks and asked Deputy Minister Hang to convey his regards and hopes for an early meeting with Deputy Prime Minister and Foreign Minister Bui Thanh Son.
