The top leader stated that for Vietnam, developing science, technology, and innovation is no longer a choice, but an inevitable requirement to realize the aspiration of becoming a developed, high-income nation by 2045. This is also the consistent spirit of Resolution No. 57 of the Politburo on breakthroughs in developing science, technology, national innovation, and digital transformation. Atomic energy, semiconductors, aerospace, and quantum technology have been identified as top-priority strategic technological fields.
Regarding orientations for future cooperation, To Lam suggested that in the context of Vietnam restarting its national nuclear power program with the Ninh Thuan nuclear power plant project and the nuclear science and technology research center project, the commission should accompany Vietnam in training human resources, enhancing nuclear regulatory capacity, jointly researching reactor safety, and expanding cooperation into nuclear medicine.
The Party and State leader noted that technology transfer cooperation must be promoted to help Vietnam gradually master core technologies, linking research with practical production rather than stopping at processing and assembly.
He also called for deeper cooperation to increase the localization rate of core technologies in Vietnam's new-generation Earth observation satellite program, alongside stepping up doctoral and master's training and mentorship programs to foster a generation of Vietnamese scientists fully capable of mastering quantum technology in the future.
On the same day, Party General Secretary and President To Lam and the high-ranking Vietnamese delegation paid a working visit to the technology research center of Thales Group located in the Paris-Saclay scientific and technological urban area, and toured the cleanroom laboratory dedicated to semiconductor and advanced material research.
