Top leader chairs first meeting of National Defence and Security Council for new term

VOV.VN - Party General Secretary and State President To Lam on April 28 chaired the first meeting of the National Defence and Security Council for the 2026-2031 term in Hanoi, after the 16th National Assembly approved the Council’s members for the new term.

Those in attendance were Prime Minister Le Minh Hung and National Assembly Chairman Tran Thanh Man. The meeting took place as the Party, people and armed forces are implementing the resolution of the 14th National Party Congress, while the state apparatus for the new term has been consolidated and is entering a new period of development with high requirements for maintaining political stability, strengthening national defence, ensuring security and firmly protecting the country.

The Council reviewed, discussed and gave opinions on three key issues: a report on the implementation of its working regulations for the 2021-2026 term and orientations for 2026-2031; a draft of working regulations for the new term; and a draft full-term working programme.

The Council agreed that it is a special constitutional institution associated with matters of major importance to the nation, with the function of considering and deciding on particularly important issues relating to national defence, security and the protection of the country.

In a context of rapid, complex and unpredictable developments in the world and the region, intensifying strategic competition among major powers and intertwined traditional and non-traditional security challenges, the Council underlined the need to proactively study, assess, forecast and prepare early and from afar, while ensuring the country is not placed in a passive or unexpected situation under any circumstances.

Opinions at the meeting focused on objectively and comprehensively assessing the implementation of the Council’s working regulations for the 2021-2026 term, clarifying achievements and pointing out limitations in coordination mechanisms, information and reporting systems, preparation of materials, and the quality of research, forecasting, advisory work and handling of inter-sectoral and cross-cutting issues.

On that basis, the Council gave opinions on orientations for the 2026-2031 term to ensure practical and effective operations in accordance with its functions and authority under the Constitution and the law.

Regarding the draft working regulations, the Council emphasized the need for clear principles, responsibilities, authority, coordination mechanisms and working arrangements, while ensuring proactiveness, flexibility and timeliness in handling issues arising in practice.

Regarding the full-term working programme, the Council identified key, strategic and important issues within its mandate, ensuring comprehensiveness without dispersion, with clear focus and priorities, and promoting its role in strategic orientation and forecasting.

The first meeting of the National Defence and Security Council for the 2026-2031 term concluded successfully, laying an important foundation for the Council’s activities throughout the term and contributing to improving the effectiveness of leadership and direction in handling strategic issues related to national defence, security and foreign affairs, and firmly safeguarding Vietnam in the new context.
