Talent is a special strategic resource of the nation: Top leader To Lam

VOV.VN - Party General Secretary and State President To Lam worked with the Government's Party Committee and relevant agencies in Hanoi on the morning of August 24 on a national strategy to attract, empower, and develop talent in key sectors for rapid and sustainable development.

Addressing the session, the Top Leader emphasized that developing, attracting, and employing talent must be placed within the overall national development strategy, with national interests and strategic tasks serving as the highest orientation.

Applauding past achievements in talent detection, training, and reward policies, To Lam pointed out remaining shortcomings that fail to meet development requirements in the new era. Specifically, policies have overly focused on initial recruitment and incentives while deployment, utilization, and empowerment remain insufficiently prioritized. Evaluation relies heavily on degrees, titles, and administrative procedures rather than actual capacity, outcomes, and value created.

The top leader agreed to rename the project and requested a unified awareness of talent, stressing that "talent is a special strategic resource of the nation." He urged bold research to remove barriers in appointing talent to management positions, highlighting that national talents do not necessarily have to become civil servants or reside in Vietnam full-time.

"Talents, whether working in the public or private sector, domestically or abroad, are national resources and must be enabled to contribute where they can generate the highest value for the country," he stated, adding that talent utilization must go hand in hand with integrity, accountability, and a spirit of service.

He noted that the most sustainable talent pool must originate from Vietnamese people themselves. While attracting international experts and overseas Vietnamese intellectuals is essential, it cannot replace the core task of discovering and nurturing domestic talent.

Regarding concrete goals, To Lam asked for clear targets for attracting 1,000 talents across strategic sectors, defined by specific tasks, expected outputs, and practical impacts. Vietnam aims to rank among the top three ASEAN countries in the Global Talent Competitiveness Index by 2030 and among the top 20 globally by 2045.

To attract global expertise, he suggested researching a "Vietnam Talent Visa" with transparent, single-window procedures covering salary, residency, tax, housing, healthcare, education, and qualification recognition for talents and their families.

Vietnamese representative missions abroad must actively build networks to connect with needed experts, shifting strongly from "attracting talents back home" to "mobilizing global Vietnamese intellect and international talent."

On implementation, he stressed that national talent work must remain under the Party's unified leadership with a clear division of responsibilities, adhering strictly to the "six-clear" principle: clear person, clear task, clear timeline, clear responsibility, clear authority, and clear outcome. Each policy must clearly answer five questions: what problem to solve, whom to select, what authority to delegate, how to secure resources, and by what results to evaluate.

Concluding his remarks, the Party and State leader emphasized that by making these breakthroughs, talents will truly become the vital strength of the nation and the endogenous power carrying the country forward in the new era.
