State leader hosts official welcome ceremony for Brazilian President
VOV.VN - State President Luong Cuong hosted a state-level welcome ceremony for his Brazilian counterpart Lula da Silva on the morning of March 28 in Hanoi.
This marks President Lula da Silva’s second visit to Vietnam, 17 years after his first trip in 2008. The Brazilian leader has long held deep admiration and affection for Vietnam, having previously supported the country in its national liberation struggle. His visit is also the first state visit by a foreign head of state to Vietnam in 2025, demonstrating Vietnam’s appreciation for the Brazilian President and the Vietnam-Brazil relationship.
This visit represents a significant milestone in bilateral relations, in line with Vietnam’s foreign policy direction, contributing to the implementation of the Resolution of the 13th National Party Congress, and concretizing the development of Vietnam's relations with Latin American countries for the 2022–2026 period. It also underscores Vietnam’s commitment to stepping up cooperation with key partners in Latin America, particularly Brazil.
The visit highlights the continuous development of ties between the two countries and their shared commitment to effectively implementing the Vietnam-Brazil Strategic Partnership framework. It also seeks to augment practical cooperation across a variety of fields, including politics – security, economy – trade – investment, science – technology – innovation, culture – society, and climate change repsponse.
Additionally, the visit offers an opportunity for both leaders to discuss and reach a consensus on concretizing the Strategic Partnership, turning political commitments into substantive and effective cooperation programs that benefit both nations. This also marks a major step for Vietnam in deepening ties with Brazil, the largest economy and a key player in South America.

In economic and trade cooperation, Brazil is currently Vietnam’s largest trade partner in Latin America, while Vietnam is an important partner for Brazil in Southeast Asia.
Over the years, bilateral trade has grown rapidly, from US$1.53 billion in 2011 to US$7.98 billion in 2024. Both countries aim to elevate two-way trade to US$10 billion by 2025 and US$15 billion by 2030.
Furthermore, there is huge potential to beef up cooperation in trade, agriculture, energy, science-technology, security-defense, environmental protection, and climate change response. Vietnam also hopes to soon initiate negotiations for a Free Trade Agreement (FTA) with the Southern Common Market (MERCOSUR), of which Brazil is a member.
Beyond economic and trade agreements, the visit presents an opportunity for the two countries to exchange expertise and collaborate in other potential areas such as tourism, aviation, seaports, and logistics. These are sectors in which both nations possess great potential but have yet to fully capitalize on, and broader cooperation in these fields will propel bilateral ties forward.
With over 35 years of strong diplomatic relations, the state visit of President Lula da Silva to Vietnam will help take the Vietnam-Brazil relationship to new heights, reinforce political trust and commitment, expand cooperation, and drive comprehensive, deep, and sustainable development for the mutual benefit of both peoples.
Following the welcome ceremony, President Luong Cuong and his counterpart Lula da Silva held talks to review past cooperation outcomes and set directions for future collaboration. The two leaders will also witness the signing of cooperation agreements and hold a press briefing to announce the outcomes of their talks.
