He said that, under the guiding theme of Unity, democracy, discipline, breakthrough and development, the 14th National Congress will take place in Hanoi from January 19 to January 25, 2026. The Congress will bring together 1,586 delegates, representing more than 5.6 million Party members nationwide.
The Congress will be held under the theme: Under the Party’s glorious banner, uniting in common effort to successfully achieve national development goals to 2030; strengthening self-reliance and confidence to advance firmly in the nation’s new era of growth, for peace, independence, democracy, prosperity, civilisation and happiness, steadily progressing toward socialism, he added.
According to the Standing Secretariat member, the Congress will deliberate and approve a number of key documents, including the Political Report of the 13th Party Central Committee and a report reviewing major theoretical and practical issues in Vietnam’s socialist-oriented renewal process over the past 40 years.
Other documents include a report reviewing 15 years of implementation of the Party Charter (2011-2025) and proposing orientations for its revision and supplementation, as well as a report reviewing the leadership and direction of the 13th Party Central Committee.
Regarding preparations for the Congress, Tran Cam Tu said that under the direction of the Party Central Committee, the Politburo, the Secretariat and Party General Secretary To Lam, preparatory work has been finalized with a clear emphasis on renewal.
On document preparation, the Communist Party of Vietnam has undertaken an important reform by integrating three reports- the Political Report, the Socio-economic Report and the Party-building Report- into a single, unified Political Report. For the first time, the Congress documents include an accompanying action programme, clearly identifying specific projects, timelines and responsible bodies, allowing resolutions to be implemented immediately after the Congress.
Draft documents were circulated for public comment, drawing nearly 14 million opinions, reflecting a high level of consensus between the Party’s positions and public sentiment.
On preparations for personnel of the 14th Party Central Committee, Tu stated that the process has been carried out in accordance with Party regulations, the principle of democratic centralism and legal provisions, while ensuring a scientific, systematic and rigorous approach that is democratic, objective and transparent.
He said the process promotes democracy and collective wisdom, while maintaining balance between standards and structure; continuity and stability alongside renewal and development; professional training and practical strengths; and experience, reputation and future potential.
“In particular, emphasis is placed on integrity, with work quality, effectiveness and dedication serving as key benchmarks for assessment, placement and use of cadres,” he said.
Concerning organisational arrangements, he said logistical preparations have been thorough, security and safety measures have been implemented comprehensively, and information and communications work has been launched early and in a systematic manner. These efforts have helped reinforce confidence among officials, Party members and the public, thus solidifying unity within the Party and broad consensus across society.
