Second plenum of 14th Party Central Committee formally opens in Hanoi
VOV.VN - The issues discussed and decided at the second plenum of the Party Central Committee form the “legal corridors,” “operational rules,” “disciplinary principles” and “standards for action” to bring the Party’s resolution into life, laying a solid foundation for realising the nation’s two 100-year strategic goals, Party General Secretary To Lam says.
The second plenum of the 14th Party Central Committee formally opened in Hanoi on the morning of March 23, with General Secretary To Lam chairing the meeting and delivering the opening remarks.
Tran Thanh Man, Politburo member and Chairman of the National Assembly, presided over the opening session.
At the plenum, the 14th Party Central Committee will consider, discuss and decide on a number of particularly important issues of foundational significance for the successful implementation of the Resolution of the 14th National Party Congress. These issues directly concern the quality of the Party’s leadership, its exercise of power and combativeness; the effectiveness and efficiency of the entire political system; and the country’s rapid and sustainable development in the 2026-2031 period and the following years.
In his opening remarks, Party chief To Lam stressed that the agenda covers a large volume of work, is wide in scope and complex in nature, and consists of tasks that must be carried out without delay.
The plenum will discuss the working programme for the entire tenure of the 14th Party Central Committee; working regulations of the Party Central Committee, the Politburo and the Secretariat; regulations on the implementation of the Party Charter; regulations on inspection, supervision and Party discipline; working regulations of the Central Inspection Commission; regulations on political and ideological work within the Party; reviews of a number of major Party Central Committee resolutions on inspection and supervision, and on the fight against corruption, wastefulness and negative phenomena; personnel work for leadership positions in state bodies for the 2026-2031 term; and opinions on the five-year socio-economic development plan for 2026-2031, the national financial plan, the medium-term public investment plan for 2026-2031, along with other major issues.
These are tasks of the Party and at the same time of the country, the nation and the people. They involve decisions that affect the quality of institutions, the apparatus, the cadre contingent, governance, and national development in the new period.
According to the programme, the plenum will run until March 27.
