15th Party Central Committee meeting discusses personnel work for 14th National Congress

VOV.VN - The 15th meeting of the 13th Party Central Committee opened on the morning of December 22 at the Party Central Headquarters under the chairmanship of Party General Secretary To Lam, with State President Luong Cuong presiding over the opening session.

The meeting is set to focus on three major groups of issues: personnel work for the Party’s 14th National Congress; the draft content of documents to be submitted to the 14th Congress; and preparations for organising the Congress, including its working regulations and election regulations.

Other agenda items include reports on inspection, supervision and Party discipline enforcement during the 13th Congress term; inspection and supervision work in 2025 and task orientations for 2026; guidelines for reviewing 100 years of leadership by the Communist Party of Vietnam (1930–2030) in the Vietnamese revolution; a review of 40 years of implementing the Platform on national construction during the transitional period to socialism; a report on organisational arrangements for the 14th Congress; and related issues.

In his opening remarks, Party General Secretary To Lam said that in line with the Resolution of the 14th Central Committee meeting, the Politburo has focused on directing the remaining preparations toward the 14th National Congress, while instructing the Personnel Subcommittee to continue refining and completing personnel plans for the Congress.

At meetings of the Personnel Subcommittee and the Politburo, key leaders, with a strong sense of revolutionary responsibility and placing the interests of the Party, the people and the nation above all else, thoroughly discussed and carefully analysed personnel options. They reached a high level of consensus on nominations to the 14th Party Central Committee, the Politburo, the Secretariat, and key Party and State leadership positions for the 2026-2031 term.

Based on submissions from the Politburo, General Secretary To Lam called on Central Committee members to discuss and contribute opinions to finalise the report of the 13th Party Central Committee on personnel work for the 14th Central Committee, for submission to the 14th National Congress and the first meeting of the 14th Central Committee for decision and election in accordance with regulations.

He stressed that preparations and nominations for the 14th Party Central Committee constitute a particularly important task and a major responsibility for Central Committee members and the entire Party. The selection of the Party’s top leadership to lead the implementation of ambitious, decisive and urgent development goals in the new period, he said, must be conducted with great care, certainty, prudence and accuracy, and in strict compliance with regulations, as repeatedly emphasised at previous Central Committee meetings.

Regarding draft documents to be submitted to the 14th Congress, the Party leader underscored the need for the documents to serve as a guiding light and a compass for action for the Party and the people in national construction and development in the new revolutionary stage. He called on Central Committee members, Party committees at all levels, Party members and people to continue contributing opinions to the documents.

Drawing on the outcomes of the 13th Congress term and the practical work undertaken by Central Committee members, he urged further input to complete the Political Report and other documents for the 14th Congress, particularly the action programme of the Party Central Committee to carry out the Resolution of the 14th National Congress.

On preparations for the 14th National Congress, General Secretary To Lam said the Congress is scheduled to take place from January 19 to January 25, 2026, in Hanoi, with 1,586 delegates representing more than five million Party members nationwide. He noted that the Politburo and the Secretariat have directed the thorough implementation of resolutions and conclusions related to preparations for the Congress, including work on documents and personnel.

He added that organisational arrangements for the Congress must be carefully prepared, while ensuring security and safety and strict compliance with Party regulations. He therefore called on Central Committee members to carefully study reports from the subcommittees and submissions by the Politburo and the Secretariat, and to contribute opinions to ensure the most thorough preparation and the success of the 14th National Congress.

The meeting is scheduled to continue through December 23.
