NA adopts resolution on constitutional revision, passes amended local government
VOV.VN - With all 470 deputies present voting in favor, the National Assembly on June 16 adopted a resolution on amendments and supplements to certain articles of the Constitution of the Socialist Republic of Vietnam (2013 Constitution).

The adoption of this resolution marks a historic milestone of particular significance, initiating a profound institutional reform and shows a transformative mindset in the organization of the political system and national governance.
With unanimous approval, the NA officially passed the resolution to amend and supplement several articles of the 2013 Constitution.
The key revisions focus on provisions concerning the Vietnam Fatherland Front and socio-political organizations, as well as provisions under Chapter IX, enabling the implementation of a two-tier local government model.
The draft resolution includes transitional provisions to ensure the continuity and stability of local government operations in line with the roadmap for the reorganization and merger of administrative units at the provincial and communal levels without maintaining the district level in the new model.
Immediately after passing the resolution, the NA also approved the amended Law on Local Government Organization. In parallel, the National Assembly Standing Committee will issue 34 resolutions on the reorganization of commune-level administrative units.
These steps aim to establish a consistent legal foundation for nationwide implementation of the two-tier local government model, which will officially take effect on July 1, 2025. This is of great significance for major cities such as Hanoi, Ho Chi Minh City, and Da Nang, where pilot programs are underway to eliminate ward-level People’s Councils.
Presenting a summary report on revisions to the draft resolution, Vice Chairman of the National Assembly Nguyen Khac Dinh, also Vice Chairman of the drafting committee, emphasized that this reform represents a profound institutional revolution, marking the beginning of efforts to streamline the administrative apparatus and improve the effectiveness and efficiency of national governance.
The public consultation process on the draft resolution was described as vibrant and democratic. Over the course of one month, more than 280 million opinions were collected, demonstrating the extraordinary public attention given to this national matter. The rate of approval for the proposed changes reached an overwhelming 99.75%.
“This was truly a wide-reaching legal and political exercise in democratic participation, engaging the entire political system and society,” Vice Chairman Dinh noted.
He also affirmed that all public feedback, whether from the majority or minority, was reviewed thoroughly, carefully, and objectively.
“The resolution passed by the National Assembly today is a historic milestone of great importance,” Dinh stressed. “It launches a sweeping institutional reform, embodies a renewed, revolutionary approach to the organization of the political system and national governance, and provides a constitutional foundation to realize the Party and State’s direction, backed by broad public support, for restructuring and streamlining the political system. This lays the groundwork for building a strong, prosperous Vietnam where the people enjoy peace and happiness.”
Also on the morning of June 16, during its ninth session, the 15th legislature passed the revised Law on Local Government Organization , with 466 out of 466 participating deputies voting in favor , representing 97.49% of total deputies.
The revised law is seen as a reflection of innovative thinking, aiming to modernize local governance, unlock development potential, remove bottlenecks, and mobilize resources to meet fast and sustainable growth targets for both localities and the country as a whole in a new era.
The law’s passage also carries major historical significance, while establishing a solid legal framework for the organization and operation of local government under the two-tier model, carried out nationwide for the first time.
