PM warns against overheated growth that risks macroeconomic instability

VOV.VN - Overheated growth or growth at all costs will not be accepted if it causes macroeconomic instability, Prime Minister Le Minh Hung said at a group discussion on the socio-economic situation during the first session of the 16th National Assembly in Hanoi on April 10.

The Government chief said the goal for the term is to strive for double-digit growth on a solid foundation. To achieve this, the Government is directing the Ministry of Finance, the State Bank of Vietnam and the Ministry of Industry and Trade to coordinate in managing petroleum, monetary and exchange rate markets to minimize adverse external impacts on the domestic market.

According to the Prime Minister, growth targets have been specified by sector, field and locality as a basis for implementation. He stressed that the most important requirement is unity in awareness, mindset and action.

Challenges are considerable, but with the support of the National Assembly, the Government, ministries, sectors, localities, businesses and the public, the target has a practical basis.

To achieve double-digit growth, three strategic breakthroughs set out in Party Congress resolutions must be implemented. Institutional reform is the key issue. Institutions are described as the “road” that creates a framework for the economy to operate. When institutions are aligned and modern, the economy can accelerate further.

In 2026, a number of institutional tasks must be dealt with, including a comprehensive review of the legal system, the development of a strategy to improve the legal framework in the new period, and efforts to address bottlenecks in the operation of the two-tier local government model. The formulation, adjustment and approval of planning must be completed in the second quarter of 2026 to ensure consistency and meet growth requirements.

PM Hung underlined the need to resolve long-pending and stalled projects, particularly those related to land. This is a major resource if unlocked. Local leaders are required to directly oversee efforts to address difficulties facing projects in their areas.

At the same time, special policy mechanisms will be reviewed and reassessed, with effective measures applied more broadly to ensure consistency. The Government is also pushing for the reduction of business conditions and improvements in implementation efficiency.

On infrastructure, key projects in transport, aviation, seaports and energy will continue to be accelerated. In the energy sector, adjustments and additions will be made in response to the evolving context, while ensuring a balanced development between baseload and renewable energy to maintain national energy security.

On human resources, the Ministry of Education and Training has been tasked with developing programs to train high-quality human resources to meet the requirements of innovation, science and technology development, and digital transformation.

Regarding resources, total social investment in the coming period is projected to reach around 40% of GDP, equivalent to VND38,500 trillion (about US$1.46 trillion). Public investment is expected to exceed VND8,000 trillion (roughly US$304 billion), while State budget resources are expected to reach about VND6,500 trillion (around US$247 billion).

The Government leader called for concrete solutions to mobilize and channel these resources into production and business activities.

He emphasized  that growth must go hand in hand with macroeconomic stability and control of major economic balances. Overheated or high growth at all costs will not be accepted if it results in macroeconomic instability, as this could lead to serious consequences in the medium and long term.
