PM Chinh sets reform direction for Academy of Public Administration and Governance

VOV.VN - Prime Minister Pham Minh Chinh has outlined key reform directions for the Academy of Public Administration and Governance, calling for renewal of training and research programs based on the Party’s and State’s guidelines, development of a comprehensive education and research ecosystem, and efforts to build the Academy into a key national higher education institution.

The Government chief had a working session with the Academy on the morning of February 28, urging it to follow the guiding motto: “Uphold identity - Elevate intellect -Train excellence- Pursue high-level research- Create development - Practice smart governance.”

Under Decision No. 214 dated December 28, 2024 of the Politburo, the National Academy of Public Administration was merged into the Ho Chi Minh National Academy of Politics and renamed the Academy of Public Administration and Governance.

A total of 413 personnel and all training and retraining functions were transferred, creating a single focal point for training officials, civil servants and public employees across the political system. The move aims to streamline the organizational apparatus and enhance effectiveness and efficiency.

The Academy of Public Administration and Governance is a specialized institution providing undergraduate, master’s and doctoral training; conducting scientific research; engaging in international cooperation; and delivering public services in administration, state management, public governance and legal affairs. In the new model, the Ho Chi Minh National Academy of Politics focuses on theoretical training and strategic thinking, while the Academy of Public Administration and Governance builds on its strengths in in-depth governance training and implementation capacity.

With nearly 70 years of tradition, tracing its origins to the Central School of Administration established in 1959, the Academy has provided training and retraining to more than 500,000 leadership and management officials and educated tens of thousands of bachelors, masters and doctoral graduates. After more than one year following the merger, its organizational structure has been largely stabilized and operations have continued without interruption.

At the meeting, representatives of the Academy proposed that the Government direct the unification of the training and retraining system for officials based on competency standards, linking training with the use and evaluation of cadres. They also called for investment to expand resources, modernize facilities and accelerate digital transformation, with a view to building the Academy into a key national higher education institution.

PM Chinh acknowledged the Academy’s achievements and called on it to rectify shortcomings in personnel structure, staff quality and training programs that fall short of practical demands.

He underlined the need to build a comprehensive and inclusive ecosystem for education and research in public administration and governance; to renew training and research programs in line with the Party’s and State’s guidelines and policies; to develop the Academy on the foundation that learners are at the center, lecturers serve as the driving force, and the Academy provides the platform; and to contribute effectively to the implementation of the strategic breakthrough in high-quality human resource development.

He called on the Academy to take the lead in concretizing Party resolutions; renewing thinking and training methods based on competency standards; improving research quality; building a corps of lecturers and experts engaged in policy formulation; and advancing the application of science and technology to develop a “Digital-Green-Smart” Academy model.

The Government leader asked the Ho Chi Minh National Academy of Politics and relevant ministries and agencies to coordinate in fine-tuning mechanisms and standards and ensuring adequate resources to build the Academy into a key national higher education institution in public administration and governance.

He expressed confidence that the Academy will continue to innovate and fulfill its mission of training officials and civil servants, contributing to the development of modern national governance in the new era.
