PM Chinh encourages Texhong to expand high-value investment

VOV.VN - Prime Minister Pham Minh Chinh encouraged Texhong Group of China to expand high-value, in-depth investment during a meeting with its chairman Hong Tianzhu at the Government Headquarters in Hanoi on January 30.

At the meeting, the Government leader congratulated Texhong on expanding its investments in Quang Ninh and Dong Nai in recent years, and encouraged the group to pursue deeper investment. He suggested that Texhong expand the production of raw and auxiliary materials for Vietnam, organise fashion shows, and further develop the Hai Ha Industrial Park in northern Quang Ninh province.

He noted that Quang Ninh has recorded the country’s highest growth rate and per-capita income, achievements to which investors, including Texhong, have contributed. Stressing that Vietnam-China relations continue to see positive development, he said the Government would create favourable conditions for Texhong to invest in Vietnam, particularly in projects focused on depth, the application of science and technology, innovation, digital transformation and green manufacturing.

For his part, Hong Tianzhu thanked PM Chinh for the meeting and said that in 2025 Texhong reported revenue of US$3.5 billion, with cumulative investment in Vietnam nearing US$2 billion. The group has mobilised 34 Chinese enterprises to invest US$3 billion, created jobs for 16,000 Vietnamese workers, and paid US$18 million in taxes in 2025. He said the Hai Ha Industrial Park has built a textile and garment manufacturing ecosystem and has become an important link in global production chains.

Hong Tianzhu said Texhong is focusing on digital and green development and is interested in investing in cross-border industrial parks, energy projects, data centres, digital technologies, artificial intelligence and textiles.

He expressed the group’s wish for Vietnam’s support for green energy development, including wind power, and affirmed that Texhong would meet green standards for energy inputs to comply with export requirements.

The Government chief welcomed Texhong’s plans to expand investment into new areas, particularly data infrastructure. He stated that ministries, sectors and localities across Vietnam are required to build data systems that are “accurate, complete, clean, dynamic and interoperable,” and said the Government encourages investment in this field. He added that Texhong’s development strategy should align with Vietnam’s development strategy to create synergy and effectiveness.

In the near term, PM Chinh said Texhong should build on its achievements in integrating Vietnam’s textile and garment sector into global value chains and continue to support Vietnamese enterprises’ participation in the group’s value chains. He described the sector as having strong prospects, given Vietnam’s large market and growing demand.

Drawing on Texhong’s experience, he proposed developing a fashion performance brand, starting with large-scale fashion shows in Quang Ninh.

Hong Tianzhu agreed and said Texhong would invite experts and directors to work with Quang Ninh province to study the organisation of events in Ha Long, thus contributing to local tourism development.

PM Chinh also highlighted Quang Ninh’s potential for wind power, saying that the province could support Texhong in this area.

Quang Ninh plans to invest in a cross-border economic zone, study the opening of additional border gates, and build more bridges and roads, including the Bac Luan 3 bridge. The province is also working to strengthen connectivity with Guangdong and Guangxi, alongside plans for a railway link connecting China via Quang Ninh, he added

The Government leader also expressed confidence that Texhong would achieve greater success year after year.
