Party leader To Lam: Political and ideological work must lead the way
VOV.VN - Political and ideological work must lead the way, while responsibilities of heads of organisations should be clearly defined and measurable to address the gap between words and actions.
The statement was made by Party General Secretary To Lam while chairing a working session with the Party Central Committee’s Commission for Information, Education and Mass Mobilisation in Hanoi on March 4 to discuss preparations for the draft “Regulation on political and ideological work within the Party”.
According to a report by the commission’s leadership, following tasks assigned by the Politburo, the body has actively implemented the project titled “Building a regulation on political and ideological work within the Party”.
The draft has been reviewed by the Politburo and the commission has been tasked with further refining it before submitting it to the second plenum of the 14th Party Central Committee.
After incorporating feedback, the draft regulation has clarified principles, contents and responsibilities of Party committees, Party organisations, officials and Party members in political and ideological work. It emphasises that this work is a key and regular task.
The draft also calls for strengthening political steadfastness, intellectual capacity, the pioneering and exemplary role, and the ability to act among Party committees, organisations, officials and members, while building a solid political and ideological foundation to provide strong impetus for national development in the new era.
Concluding the session, the Party leader underlined the particularly important role of political and ideological work and outlined several key orientations for the coming period.
He said there must be a common understanding that while economic development creates material strength for the country to move forward quickly, politics, ideology and culture create spiritual strength for the nation to advance further and more firmly in a new stage of development. Political and ideological work must lead the way, combining building and safeguarding efforts, with public trust serving as the highest measure.
The Party chief also stressed the need to establish mechanisms linking ideological work with evaluation and classification, as well as consideration in personnel work.
The goal, he said, is to maintain ideological direction and unity of will and action throughout the Party while building consensus in society.
He underlined the need for clear regulations defining the responsibilities of leaders, with the principle of identifying specific individuals and tasks, ensuring responsibilities can be measured and easily monitored, and addressing the situation where words do not match actions.
In this regard, new mechanisms and procedures must be added, ensuring clear processes and clear outcomes.
It is necessary to study and supplement specialised inspection and supervision cycles, designing procedures from policy dissemination to periodic thematic reviews, with clearly designated focal points and reporting mechanisms.
“There must also be procedures to handle emerging issues, including systems to monitor ideological trends, guide public opinion and respond to communication crises to ensure that there is no passivity and no information vacuum,” he said.
The Party leader also called for renewing learning methods and swiftly completing the Party’s strategy for ideological work in the context of digital transformation. The focus, he said, should shift from reactive responses to proactive monitoring, guidance and leadership of ideological trends, moving from one-way communication toward dialogue, persuasion and strengthening the Party’s presence in the ideological sphere in the digital environment.
