Party chief urges stronger reforms in science, technology, and innovation
VOV.VN - Party General Secretary To Lam has emphasized the need to prioritize and promote science, technology, innovation, and national digital transformation, urging policymakers to carefully study legislative proposals and incorporate them into practice to effectively implement the Politburo’s Resolution No. 57.

Speaking at a group discussion during the National Assembly’s 9th extraordinary session on the morning of February 15, the Party leader called for the swift implementation of the NA’s resolution on piloting specific policies to remove obstacles in scientific and technological development and innovation. He underscored the urgency of tackling institutional bottlenecks to create a more enabling environment for progress.
Highlighting challenges in the Bidding Law, he warned that a procurement system favoring the lowest-cost options over high-quality equipment could turn Vietnam into a dumping ground for outdated technology. He asked policymakers to learn from the mistakes of other countries, noting that some economies have stagnated due to heavy investments in obsolete technologies, leaving them unable to recover capital before transitioning to new innovations.
Regarding investment models, To Lam underlined the importance of efficiency in public investment, private investment, public-public partnerships, and public-private partnerships, warning against rigid and mechanical approaches.
On tax incentives, he stressed that policies should genuinely foster development rather than focus solely on revenue collection, ensuring that incentives are properly reflected in legal frameworks.
To meet the country’s development goals, he called for the removal of barriers and combined efforts in the same direction. He also urged for timely amendments to the Law on Science and Technology, followed by revisions to other related laws to ensure consistency and practicality.
For policies to be effectively implemented, it is crucial to adopt a fresh mindset, embrace innovation, and seek out practical and effective solutions, he emphasized.
