Party chief: No room for opportunists or complacent officials in personnel affairs
VOV.VN - Personnel for Party leadership at all levels and for the 14th National Party Congress must demonstrate integrity, competence, dedication, and strategic vision. There will be no room for opportunists, self-serving individuals, or those resistant to innovation, says Party General Secretary To Lam.

Delivering a directive speech at a national conference on April 16 I Hanoi to full grasp and implement the resolution adopted at the 11th plenum of the 13th Party Central Committee, General Secretary To Lam reiterated the significance of the plenum and the urgency of translating its key outcomes into action in the near future.
A historic conference with breakthrough decisions
The Party chief emphasized that the 11th plenum was held in a serious, responsible and democratic manner. Participants had frank and extensive discussions and reached a strong consensus on major issues. It was, he said, a historic meeting that dealt with highly important and strategic matters in the new phase of Vietnam's revolutionary journey, creating fresh momentum and driving force for the country's comprehensive reform and development.
Given the scope and complexity of the tasks ahead, the Party leader called on all Party organizations and committees to thoroughly study and understand the resolution and to develop concrete action plans to ensure the effective implementation of the key directions and policies set out by the Central Committee.
"We must demonstrate the highest political resolve in leading and implementing the resolution of the 11th plenum. This is a revolution in restructuring the organizational apparatus and administrative units, as well as a comprehensive reform to spur national development," he said.
He stressed that Party organizations and their leaders must take a hands-on, resolute approach and ensure that all cadres and Party members fully grasp the special importance of this policy. Achieving consensus within the Party and promoting it widely in society is vital to ensuring the successful realization of the strategic goals set by the Central Committee.
Party leadership must also coordinate implementation efforts in a systematic, synchronized and disciplined manner, from the central to the local level and among localities themselves. All actions must serve the common interests of the nation and the people, the Party chief stressed.
He also reminded local authorities that once reorganized, their administrative apparatus must be streamlined, efficient and effective, staying close to and serving the people, capable of meeting the demands of modern governance and contributing to fast, sustainable growth. This restructuring should enhance Vietnam's national strength and capacity in national defence, diplomacy, and economic development.

He called for stronger promotion of science, technology, innovation and digital transformation, along with improving the material and spiritual well-being of the people. Provinces and cities must proactively and responsibly devise their own plans for reorganizing commune- and ward-level administrative units.
Personnel work must be principled and corruption-free
Regarding personnel work, the Party chief urged all levels of Party committees to adhere strictly to the principle of unified Party leadership over organizational structure and personnel work. They must exercise fairness and objectivity in personnel appointments and fully comply with all relevant regulations and guidelines.
Personnel work must be conducted in an open, transparent manner with strengthened oversight of power, linking power with individual responsibility. It must prevent internal disunity, interest groups, position buying, factionalism, corruption or wastefulness in personnel arrangements and the restructuring of administrative organizations at all levels.
Special attention must be paid to the appointment of leaders, particularly heads of provincial- and commune-level agencies, he said.
“Personnel matters are always important, and now more than ever. The foremost criterion in personnel appointment must be job requirements, followed by other criteria. Leaders at all levels and those selected for the 14th National Party Congress must be individuals of integrity, competence, dedication, strategic vision, capacity and revolutionary zeal, able to shoulder the historic mission of national development in the current context. There is no place for opportunists, average performers, indecisive individuals, or those who resist reform or act out of self-interest,” he emphasized.
“Anyone who recognizes they are not up to the task should voluntarily step aside and make room for someone more deserving. To do so is an act of courage and dignity that deserves recognition and praise.”
General Secretary To Lam called on ministries, sectors, localities and the entire political system to demonstrate the utmost sense of responsibility to the Party, the State and the people. He urged them to show strong determination to fulfill the targets set out in the 11th plenum's resolution, laying a solid foundation for the upcoming 14th National Party Congress and advancing Vietnam into a new era of prosperity and development.
