PM requests best option for streamlining administrative apparatus

VOV.VN - Prime Minister Pham Minh Chinh on January 2 emphasized the need to select the best option for streamlining and reorganizing the administrative apparatus to report to the competent authority.

Chairing a meeting on apparatus streamlining in Hanoi, Chinh said the process must align with the principles of ensuring efficiency, effectiveness, and practical outcomes while maintaining stability and adaptability within the system.

It was reported at the meeting that all ministries, ministerial-level agencies, and government-affiliated agencies have submitted their proposals for streamlining and reorganizing their organizational structures, as required by the Central Steering Committee and the Government’s Steering Committee on reviewing the implementation of the Party’s Resolution No. 18 on the reorganization of the political system.

According to the plan, the Government’s organizational structure would be streamlined from 30 entities to 21, comprising 13 ministries, four ministerial-level agencies, and four government-affiliated bodies.

Internal restructuring would also be carried out within ministries, ministerial-level agencies, and government-affiliated bodies, linked to staff streamlining, workforce restructuring, and enhancement of the quality of officials, public servants, and employees.

The process would result in the reduction of 12 out of 13 General Departments and 500 departments under ministries and general departments; the elimination of 177 divisions within ministries and agencies; and the closure of 190 public service units.

PM Chinh praised the Steering Committee members and ministries for their efforts in making progress in a short time, saying there is general agreement reached on plans to merge and consolidate ministries, agencies, and departments. Ministries and agencies have mostly finalized their internal restructuring plans for submission to the Government.

He said the Government has issued three decrees related to remuneration policies for civil servants, public employees, workers, and armed forces personnel involved in the organizational restructuring process. These decrees also promote the recruitment and retention of talented individuals in government agencies.

The Ministry of Justice and relevant agencies have reviewed and compiled issues related to the legal documents affected by restructuring, proposing necessary amendments and supplements.

He requested further reviewing and reporting restructuring plans, with priority to be given to proven ideas that align with practical needs and gain majority support to be refined and submitted for approval. Issues that remain unclear or controversial should be further studied and reported to competent authorities for future consideration.

He asked the Ministry of Justice to draft a National Assembly resolution to address legal obstacles arising from organizational restructuring, especially urgent amendments impacting citizens, businesses, or the economy.

The Prime Minister stressed that streamlining efforts must not hinder development but instead create a solid foundation for long-term progress.
