NA passes amended laws on product quality and energy efficiency
VOV.VN - The National Assembly on June 18 approved amendments to two key laws, including the Law on Product and Goods Quality and the Law on Economical and Efficient Use of Energy as part of its ongoing ninth session.

With 408 out of 420 deputies voting in favor (87.87%), the legislature approved the amended Law on Product and Goods Quality. The revised bill modifies 29 articles, adds 14 new ones, repeals 34 articles and 3 clauses from 2 articles, and reduces the total number of articles by 14 compared to the version submitted by the Government.
The law outlines measures to manage product and goods quality, along with the rights and responsibilities of producers, traders, and other individuals and organizations involved. It applies to all domestic and foreign entities operating within Vietnam.
Prior to the vote, Chairman of the National Assembly’s Committee on Science, Technology and Environment, Le Quang Huy, noted that the revised law incorporates new prohibitions based on National Assembly feedback. These include bans on false or misleading advertisements and deceptive practices related to the quality, origin, or traceability of products, particularly on digital platforms for electronic transactions.
It also prohibits concealing information about the potential risks of products that could affect human health, animal or plant safety, property, or the environment.
The revised law introduces a classification system for products and goods based on risk levels, aligning with international risk management practices. It also sets out new principles for quality control, shifting from hazard-based to risk-based management, with detailed implementation to be defined by the Government.
Also on June 18, with 425 out of 426 deputies present voting in favor, the National Assembly passed amendments to the Law on Economical and Efficient Use of Energy.
The revised law modifies 19 articles and adds one new article. It will take effect on January 1, 2026. Energy management certificates issued before the law’s effective date will remain valid until December 31, 2030.
