Major multilateral foreign affairs events hosted by Vietnam in 2025
VOV.VN - The successful hosting of major multilateral events of regional and global significance marks one of Vietnam’s key foreign affairs achievements in 2025.
In 2025, Vietnam served as host to three major multilateral events with regional and global reach: the ASEAN Future Forum 2025, the fourth Partnership for Green Growth and the Global Goals 2030 (P4G) Summit, and the signing ceremony of the United Nations Convention against Cybercrime, also known as the Hanoi Convention, along with related high-level meetings.
The successful organization of these events demonstrates the country’s capacity for coordination, organization and leadership, while affirming the country’s responsible contributions to resolving global issues.
ASEAN Future Forum 2025
The ASEAN Future Forum 2025 was held in Hanoi on February 25–26, 2025 under the theme “Building a united, inclusive and resilient ASEAN in a changing world.” This marked the second time Vietnam has hosted the forum, following the success of the ASEAN Future Forum 2024.
The forum brought together senior leaders from across the region and beyond, including Timor-Leste President José Ramos-Horta, Malaysian Prime Minister and ASEAN Chair 2025 Anwar bin Ibrahim, New Zealand Prime Minister Christopher Luxon, and ASEAN Secretary-General Kao Kim Hourn.
The forum attracted 230 international delegates, a 2.5-fold increase compared with its inaugural edition in 2024.
Featuring one high-level session, five plenary sessions and a range of side events, the forum provided a platform for speakers and delegates to exchange views and put forward recommendations on issues of current relevance to ASEAN and the wider world.
Discussions focused on major trends shaping ASEAN and the world toward 2035; a review of ASEAN’s foundational principles in responding to future challenges; subregional cooperation aimed at strengthening resilience and sustainable development; governance of emerging technologies to ensure comprehensive security; and ASEAN’s role in promoting peace and cohesion in an increasingly fragmented global environment.
The ASEAN Future Forum 2025 is regarded as a leading incubator of innovative ideas for the region’s future. Its success conveys a clear message of Vietnam’s proactive and responsible engagement alongside ASEAN member states in maintaining ASEAN centrality and strengthening the bloc’s collective voice on peace, stability and development.
P4G Summit 2025
The P4G Summit 2025 took place in Hanoi from April 14-17, 2025 under the theme “Sustainable green transition, people-centred.” The summit drew around 1,700 delegates from more than 40 countries and international organizations, including national leaders, senior officials, scholars, experts, and representatives from international and regional businesses.
The summit seeks to mobilize international resources for development, particularly in climate change response, green transition, digital transformation, science and technology, and innovation, in pursuit of net-zero emissions goals. It is the largest multilateral high-level conference on green growth hosted by Vietnam during the 2021-2026 period.
At the summit, Vietnam puts forward three key proposals to accelerate the global green transition: advancing green thinking, with an emphasis on science and technology, innovation and digital transformation linked to green growth; building a responsible green community through coordination among governments, the private sector and the scientific community; and strengthening international cooperation through green partnership models such as public-private partnerships, South–South cooperation and North–South cooperation.
The P4G Summit 2025 adopted two key documents: the Hanoi Declaration and the P4G Declaration on stepping up international cooperation for green transition. In addition, three loan agreements worth nearly US$400 million were signed between Vietnam and the World Bank and the Asian Development Bank to support climate-resilient infrastructure development.
Vietnam’s hosting of the P4G Summit 2025 demonstrates the country’s commitment, proactive role and international responsibility within the P4G framework, as well as its contributions to global efforts to promote green growth and sustainable development.
Signing ceremony of the Hanoi Convention
The signing ceremony of the Hanoi Convention was held on October 25-26, 2025, chaired by State President Luong Cuong, with the participation of UN Secretary-General António Guterres and senior leaders and representatives from around 110 countries and numerous international organizations.
The ceremony attracted more than 400 journalists from 180 international media outlets and was broadcast live on the United Nations website in all official UN languages, marking the first time an event hosted in Vietnam receives such coverage.
According to United Nations statistics, 64 countries sign the convention during the plenary session, including 19 from the Asia-Pacific region, 19 European Union member states, and 12 Latin American countries, along with partners from Africa and Asia. This makes it one of the largest UN signing ceremonies of the past decade.
The Hanoi Convention consists of nine chapters and 71 articles, setting out a comprehensive approach to preventing and combating global cybercrime while safeguarding human rights principles. IT tackles technical and legal challenges by adapting traditional criminal investigation methods to the information and communications technology environment and boosting international cooperation.
Within the framework of the signing ceremony and the high-level conference on the Hanoi Convention, Prime Minister Pham Minh Chinh and UN Secretary-General António Guterres co-chair a plenary discussion session. The program also includes high-level bilateral meetings and a series of thematic discussions on protecting citizens in the digital transformation era, global cooperation in preventing online fraud, and sharing experience in investigating and collecting electronic evidence in cases involving virtual assets and money laundering.
The United Nations’ decision to select Hanoi as the venue for the signing ceremony and to name the convention after the city marks a notable milestone. It is the first time a global multilateral convention in a field of strong international concern bears the name of a Vietnamese locality. The Hanoi Convention also reflects Vietnam’s growing role not only in international integration, but in contributing to the shaping of rules, standards and shared values in the digital era.
