Legislative cooperation builds solid legal foundation for Vietnam-China relations

VOV.VN - Zhang Jianguo, former Director-General of the West Asian and North African Bureau at the International Department of the Communist Party of China (CPC) Central Committee and Secretary-General of the Charhar Society, has assessed that the official visit to China by National Assembly (NA) President Tran Thanh Ma

He noted that the trip contributes to consolidating political consensus, strengthening legislative cooperation, and expanding substantive cooperation across a variety of fields.

Zhang observed that the visit continues the strategic development momentum of Vietnam-China relations established during the meeting between top leaders of the two Parties and countries in April 2026. It also serves as a key activity for both legislative bodies to advance the building of a Vietnam-China Community with a Shared Future of strategic significance.

According to Zhang, high-level schedules and visit outcomes demonstrate that both sides maintain positive bilateral momentum while implementing high-level directives from top leaders.

The Charhar Society Secretary-General emphasized that amid complex international and regional developments, high-level exchanges during the visit help build consensus, reinforce trust, and convey clear messages on bilateral development directions. Sustaining positive bilateral momentum aligns with fundamental interests of both peoples while contributing to regional peace, stability, and economic integration.

Highlighting a central focus of the visit, Zhang noted that the second meeting of the cooperation committee between the Vietnamese National Assembly and the National People's Congress of China marks a new development milestone for regular inter-parliamentary exchange mechanisms. He stated that enhancing the sharing of legislative and supervisory experiences alongside promoting the implementation of cooperation documents will help build a fair, transparent, and predictable business environment. Consequently, legislative cooperation goes beyond friendly exchanges to help resolve legal obstacles in trade, investment, and cross-border operations, reducing transaction costs and corporate risks.

Zhang added that the visit creates favorable conditions to elevate economic cooperation toward higher quality, expanding into new areas such as infrastructure connectivity, artificial intelligence (AI), the digital economy, clean energy, and communication satellites.

He noted complementary strengths between Vietnam’s demand for infrastructure development, energy transition, and digital industrialization, and China’s advantages in technology, manufacturing capacity, and supply chains. Enhancing cooperation in these domains enables both nations to optimize resources and capture opportunities from the scientific-technological and industrial transformation revolutions, broadening bilateral ties from goods trade to technology, capital, and service integration.

To maximize visit outcomes, Zhang proposed that both countries swiftly turn common perceptions into concrete mechanisms, policies, and implementation solutions.

First, cooperation agreements must be institutionalized into legal and policy adjustments, particularly regarding investment market access, cross-border data flow, and intellectual property protection, thereby providing clear, stable legal foundations for enterprises.

Second, the supervisory role of legislative bodies must be leveraged to ensure effective local implementation of cooperation documents, avoiding upper-level momentum mismatched with local execution.

Both sides also need to step up exchanges between local legislatures, especially border localities, to coordinate legal frameworks concerning infrastructure connectivity, border gate economics, cross-border economic zones, and logistics.

Zhang emphasized that building a Vietnam-China Community with a Shared Future of strategic significance is a long-term process requiring coordination between official channels and people-to-people exchanges. Visit outcomes gain practical meaning when translated into concrete cooperation programs, propelling the Vietnam-China Comprehensive Strategic Partnership toward stable, sustainable bilateral growth.
