Laos, Vietnam strengthen labour and human resource co-operation
VOV.VN - Prime Minister Pham Minh Chinh received Lao Minister of Labour and Social Welfare Phosay Sayasone in Hanoi on November 11, during the Lao delegation’s visit to Vietnam and their attendance at the 9th Vietnam-Laos Labour Ministers’ Conference.
Welcoming Minister Phosay Sayasone and his delegation, the Government leader expressed his hope and confidence that both sides would deepen co-operation, further strengthening the special relationship between the two countries and ensuring increasingly effective and practical outcomes from the collaboration between the ministries.
The Government chief highlighted the unique and steadily growing bilateral ties across politics, diplomacy, defence, security, economics, labour, human resource development, health, culture, media, the environment, and science and technology.
He stressed that in the current context of regional geopolitical fluctuations and global economic slowdown, the enduring friendship, solidarity, and deep trust between Vietnam and Laos are invaluable, with Vietnam committed to full support to ensure sustainable development alongside Laos.
Minister Phosay Sayasone conveyed the greetings of Lao Prime Minister Sonexay Siphandone to PM Chinh and expressed appreciation for the Government leader’s ongoing attention and facilitation of cooperation between the Vietnamese Ministry of Home Affairs (formerly Ministry of Labour, Invalids and Social Affairs) and the Lao Ministry of Labour and Social Welfare.
The Lao Minister emphasized the ministries’ strong collaboration, sharing experience in legislation, labour market policies, social insurance, foreign labour management, overseas employment, and policies for war invalids and beneficiaries.
Both sides also coordinated during Laos’ ASEAN Chairmanship in 2024, with Vietnam supporting Lao initiatives in labour and social affairs. During this visit, the two ministers held productive discussions, while agreeing on key priorities for bilateral labour co-operation.
Hailing the results of cooperation between the two ministries in recent times, PM Chinh urged them to continue building on their achievements and work closely in the coming period. Focus should be placed on cooperation, support, and sharing in the fields of human resource development, vocational training, labor, employment, policies for people with meritorious services, social welfare, and poverty reduction.
Both sides need to study and outline new orientations for labour and meritorious service cooperation between Vietnam and Laos in the new context, on the basis of which they can sign a cooperation agreement in this area to strengthen deeper and broader cooperation in areas under the joint functions of the two ministries; encourage the maintenance and enhancement of existing cooperation mechanisms; and intensify information exchange, policy dialogue, and strategic research, particularly on emerging issues in a constantly changing global environment.
Prime Minister Pham Minh Chinh informed the Lao Minister that Vietnam is establishing 248 inter-level boarding schools at primary and lower secondary levels in border communes, including areas adjoining Laos, and welcomed Lao students to attend these institutions.
He also recommended that the Vietnamese Ministry of Home Affairs bolster technical co-operation and expert support for Laos in labour and war invalid policies, co-operate in human resource development to train capable officials committed to the Vietnam-Laos friendship, diversify training forms, support social welfare policies, and promote cultural and people-to-people exchanges.
Through Minister Phosay Sayasone, the Government chief sent greetings to General Secretary and President of Laos Thongloun Sisoulith, Prime Minister of Laos Sonexay Siphandone, and other Lao leaders.
He also extended best wishes for Laos’ upcoming 50th National Day on December 2, 2025, hoping the country continues to achieve significant milestones in national development and successfully implements the objectives of the 11th Congress of the Lao People’s Revolutionary Party and the 9th five-year socio-economic development plan toward building a peaceful, independent, democratic, unified, and prosperous Laos.
