Hanoi urged to make strategic breakthroughs for stronger development

VOV.VN - National Assembly (NA) Chairman Tran Thanh Man has suggested that Hanoi take more decisive actions in an attempt to restructure its economy alongside renewing growth model and prioritising resources to successfully carry out strategic breakthroughs for stronger development in the time ahead.

As part of his address delivered at the 20th meeting of the municipal People’s Council for the 2021 to 2026 tenure held on December 9, the top Vietnamese legislator also underlined the need to resolve bottlenecks in institutions, infrastructure, and human resources. He also urged the municipal authorities to proactively implement the Capital Law with special mechanisms and policies to make breakthroughs, thereby creating greater motivation to develop the capital into a leading locality in the region and throughout the country.

The Vietnamese NA leader congratulated the Party Committee, People's Council, People's Committee, the Fatherland Front Committee, political and social organisations, and the people of Hanoi on recent achievements. He went on to thank local residents, officials, and soldiers for their regular and effective support for activities of central agencies, diplomatic missions, and international organisations in the capital over recent times.

He requested that the People's Council effectively implement its duties assigned under new laws recently approved at the 15th NA’s eighth session, especially those regarding land, bidding, and public asset management and use.

The NA leader also urged greater efforts in a bid to organise all-level Party Congresses towards the 14th National Party Congress, as well as the elections of deputies to the 16th-tenure NA and all-level People's Councils for the 2026 to 2031 term. This is in addition to outlining determination to complete the re-organisation and streamlining of political apparatus.

The top legislator therefore asked that Hanoi effectively resolve slow-moving projects; maximise land resources; prioritise resources to create stronger breakthroughs in developing a harmonious, smart, and modern infrastructure system with high connectivity; focus on managing planning in tandem with implementation plans in economic, cultural, and social sectors; and take fundamental, concerted, and feasible solutions as a means of dealing with the problems of environmental pollution, waste, wastewater, air pollution, and floods.

Special attention must be paid to preventing corruption, wastefulness, and other negative phenomenon, he noted.

The People's Council should continue to promote the spirit of innovation in its operations, always be a "typical model" in innovating mindset in the process of law-making, and pay heed to monitoring law compliance by state management agencies and judicial agencies to improve the effectiveness and efficiency of the city's administrative apparatus at all levels, he said.

Hanoi's breakthrough development therefore holds significant importance, not only for the capital itself, but also for the nation’s wider socio-economic development, NA Chairman Man stressed, expressing his belief that the Party Committee, authorities, the Fatherland Front Committee, and the people of Hanoi will continue to uphold solidarity and strive to overcome challenges to make Hanoi a more civilized and modern capital, significantly contributing to the country's renewal and development.

At this session, the municipal People's Council also discussed important issues for 2025 and the following years. Based on objective and comprehensive analysis and assessment of the results of the implementation of the city's socio-economic development, budgetary finance and public investment tasks for this year.

The Council used the occasion to point out existing problems, limitations, difficulties, obstacles, and causes for discussion in a bid to make greater efforts to deal with them in the coming time.
