Government leader urges faster progress on national key projects
VOV.VN - Prime Minister Pham Minh urged ministries, sectors, and localities to accelerate the completion of national key projects while chairing a national teleconference on June 22 in Hanoi to review progress in eradicating substandard housing, advancing major transport initiatives, and speeding up public investment disbursement.
In his remarks, PM Chinh assigned the Ministry of Foreign Affairs to review legal frameworks and treaties related to ODA loans to simplify procedures and expedite implementation. He stressed that future ODA borrowing should focus on large-scale projects with transformative impact, rather than small or fragmented initiatives.
On key transport projects, the Prime Minister stressed that these are vital to public investment and national development. He reiterated the goal of completing 3,000 km of expressways this year, including the route from Cao Bang to Ca Mau, as part of celebrations for major national events.
He called on all ministries, sectors, and localities to deliver concrete results following each meeting to reinforce public trust, in the spirit of “what has been said must be done; what has been committed must be fulfilled; and what has been implemented must produce substantive outcomes.”
Representatives of ministries and provinces noted that achieving full disbursement of public investment in 2025 remains a major challenge, especially amid administrative streamlining and the transition to two-tier local government model. Hanoi authorities proposed reducing the 2025 ODA loan allocation and committed to using local budget funds to keep key projects on schedule.

At the meeting, with regard to substandard housing eradication, Minister of Home and Religious Affairs Dao Ngoc Dung reported that 38 out of 63 provinces and cities had completed their targets to eliminate substandard and makeshift housing. Nationwide, over 262,000 homes have been supported, 94% of the overall goal, including more than 41,500 houses for people with meritorious service to the revolution (93% of target). He expressed confidence that the program could be finalized by the end of August and proposed adjusting 5% of mobilized funding to support two related national target programs.
Regarding key transport infrastructure, Minister of Construction Tran Hong Minh said 19 projects or sub-projects had entered operation, raising the country’s total expressway length from 1,327 km to 2,268 km. Another 52 projects are under construction and generally on schedule. He asked localities to review staffing and ensure continuity during the ongoing administrative restructuring, particularly for land clearance and project execution.
Concerning public investment disbursement, Minister of Finance Nguyen Van Thang said public investment disbursement in the first half of the year at VND264 trillion, or 32% of the annual plan, higher than the same period last year. However, nearly VND7.36 trillion has yet to be allocated in detail by 17 ministries and 21 localities. He attributed the delays mainly to implementation issues and called for monthly disbursement targets to be assigned to each investor.
He emphasized that disbursement must be treated as a core political task, with agency heads held accountable for monitoring progress, resolving bottlenecks, and ensuring price and quality control of construction materials. He also urged stronger inspection and penalties for violations.
