Government leader calls for stronger, more proactive multilateral diplomacy
VOV.VN - Prime Minister Pham Minh Chinh has called on the diplomatic sector to proactively deepen relations with neighboring countries, major powers, Southeast Asian nations, traditional allies, and key and potential partners.
Speaking at the Vietnam Ministry of Foreign Affairs’ Patriotic Emulation Congress for 2025-2030 on November 10 in Hanoi, Prime Minister Chinh, also Chair of the Central Emulation and Commendation Council, commended and congratulated outstanding collectives and individuals- the “beautiful flowers” in the garden of emulation for promoting the image of Vietnamese diplomats as “Loyal- Resolute-Discipline- Committed- Knowledgeable- Creative.”
Over the past five years, the diplomatic sector has achieved notable milestones, including vaccine diplomacy during the COVID-19 pandemic, securing and receiving over 258 million doses and saving the state budget more than US$900 million, alongside medical equipment valued at approximately US$80 million.
On the multilateral front, Vietnam has successfully undertaken key roles as non-permanent member of the UN Security Council for 2020–2021; ASEAN Chair in 2020; organizer of the ASEAN Future Forum, the P4G Conference, and the UN signing ceremony for the Convention against Cybercrime. The Party’s foreign relations have also expanded to 259 political parties across 119 countries, with increasing depth and substance.
In economic diplomacy, the Ministry of Foreign Affairs has supported localities in signing more than 600 international agreements, increased Vietnam’s participation in free trade agreements to 17, and lobbied 19 out of 27 EU member states to ratify the EU-Vietnam Investment Protection Agreement (EVIPA).
Luyen Minh Hong, Deputy Director of the Ministry’s Economic Diplomacy Department, emphasized that the strategy of “putting localities, businesses, and citizens at the center while prioritizing national interests” has enabled comprehensive and impactful economic diplomacy, contributing to national security and development goals.
The sector has also advanced cultural diplomacy, citizen protection abroad, support for overseas Vietnamese, and successfully promoted 25 additional heritage sites to be recognized by UNESCO. It has advised on policies facilitating citizenship, land, and housing for the Vietnamese community.
At the Congress, PM Chinh stressed that emulation drives creativity, enhances performance, and sets examples. The diplomatic sector must continue to lead, innovate, and modernize diplomacy while preserving a distinctly Vietnamese identity-principled yet flexible in strategy, humane in approach, and steadfast in safeguarding national interests.
He called for greater efforts to reinforce ties with neighbors, major powers, Southeast Asian countries, key partners, and traditional allies, and to enhance economic, cultural, science and technology, external communications, consular, and citizen protection diplomacy. Coordinated efforts across Party diplomacy, state diplomacy, and people-to-people diplomacy are essential, alongside developing a professional and principled diplomatic workforce capable of meeting international standards.
He proposed three “do better” directives for the sector: excel in routine functions and strategic advisory; enhance domestic and international connectivity; and elevate Vietnam’s multilateral diplomacy, actively shaping and reforming global governance.
The sector is also tasked with three emulation priorities: innovate strategic thinking and creative actions; cultivate partnerships, trust, and international goodwill; and promote science, technology, innovation, and national digital transformation.
The Vietnamese Government leader expressed confidence that, building on an 80-year proud tradition, the diplomatic corps will continue to lead, unite, and innovate, achieving greater accomplishments and helping the country advance into a prosperous, civilized, and happy era while steadfastly progressing toward socialism.
