Vietnam to merge 50% of provinces nationwide, says NA Chairman
VOV.VN - National Assembly Chairman Tran Thanh Man has said Vietnam is projected to reduce the number of provinces and cities by 50% as part of the ongoing scheme to streamline the administrative system.

Currently, Vietnam has 63 provinces and cities, and there is a plan to merge about 50% of provincial-level administrative units, said Man at a conference of the full-time deputies to the National Assembly in Hanoi on March 25.
He also announced that if the constitutional amendment is passed in the coming NA session, the district-level administrative structure will be abolished. At present, Vietnam has 696 district-level administrative units.
Meanwhile, at the commune level, there are 10,035 communes nationwide, and the plan aims to reduce 60-70% of commune-level administrative units through restructuring.
“From late April to May, the National Assembly Standing Committee will hold multiple sessions to reorganize commune-level administrative units,” revealed the top legislator.
He emphasized that the entire country is actively implementing the conclusions of the Party Central Committee and the Politburo, aiming to build a streamlined, efficient, and effective administrative apparatus.
According to Man, the ninth session of the National Assembly, due to open in early May, is expected to review and approve 11 laws and provide opinions on 16 new bills, while also incorporating constitutional amendments and revising numerous related bills.
Currently, the Ministry of Justice, in coordination with the Legal and Judicial Committee of the National Assembly, is reviewing which laws need to be amended if the Constitution is revised, and how to implement these changes to streamline the administrative apparatus.
The National Assembly Chairman also emphasized the need for a new legislative mindset, requiring laws to be concise, clear, effective, and efficient, while promoting decentralization and delegation of authority.
Regarding the law-making process, he stated that the proposing agency must take full responsibility for the legislative draft until it is officially approved by the National Assembly.
The National Assembly Chairman also stated that resolutions regarding the merger of provinces and communes will be completed by June 30 and take effect from July 1. Public consultation on constitutional amendments will be conducted through digital transformation applications and information technology.
