Vietnam introduces special incentives to attract talented officials, experts
VOV.VN - The Politburo has recently issued Conclusion No. 205 outlining a series of breakthrough measures in the recruitment, appointment, utilisation, and remuneration of officials.
This marks a major political effort to renew thinking, improve institutional mechanisms, and prioritize the discovery and use of talented individuals, seen as a key step toward building a high-quality cadre contingent that meets the country’s development needs in the new era.
According to the Conclusion signed by permanent member of the Party Secretariat Tran Cam Tu, the Politburo calls for a shift in mindset and approach in identifying and employing competent individuals, while creating special mechanisms for recruitment and incentives. A crucial direction is to strengthen the interconnection between the public and private sectors to make effective use of high-quality human resources.
Vietnam will also establish a national talent database, build a talent nomination mechanism, and develop a legal framework to attract and employ Vietnamese talents overseas who have achieved success in developed countries.
Conclusion No. 205 specifies that individuals eligible for special mechanisms must be Vietnamese citizens with clear personal backgrounds, good ethics, and outstanding abilities, meeting political standards as regulated by the Party. Those meeting the criteria may be recruited, appointed, and remunerated under special mechanisms.
One of the most notable features of the document is the introduction of special recruitment without examination. This applies to young scientists under 47 years old holding the title of Associate Professor or Professor, leading experts, and highly qualified professionals in key and strategic fields.
It also applies to managers and corporate executives working at research institutes, technology corporations, or enterprises in Vietnam and abroad who have significant achievements, in-depth expertise, and at least five years of senior management experience.
Applicants eligible for special recruitment must have national or international research awards, scientific works, inventions, or technological innovations with proven value, or exceptional professional achievements that make major contributions to their sector, locality, or the country. Individuals with outstanding work performance that exceeds job requirements may also qualify for consideration.
In addition, the Politburo calls for a streamlined selection process for top-performing graduates from domestic and international universities who have won high prizes in prestigious national or international competitions, especially in fields critical to national and local development. Localities and agencies may also sign employment contracts with such individuals to ensure flexibility and attract highly qualified professionals, linking their benefits directly to performance outcomes.
After recruitment, talented individuals will be given favourable conditions in job placement and career development and prioritised for leadership and management planning. They may be sent for training, study, or research both domestically and abroad, even if they have not yet met the typical age or qualification requirements. During training, they will retain their salary and benefits and have all expenses covered.
For scientists, agencies are required to provide maximum support and resources to implement assigned projects and programmes. For newly recruited graduates, those who excel in their duties for two consecutive years may be considered for leadership internship positions at the department or division level, without needing to meet normal seniority or political theory conditions. After one year of internship, they may be officially appointed upon positive evaluation.
For young scientists, leading experts, and high-level managers, authorities may appoint them to leadership or management roles or assign them to senior positions, even if they do not fully meet all standard criteria.
Outstanding civil servants and public employees who produce exceptional results or significant contributions may be included in leadership succession planning or promoted faster, even if they do not meet standard requirements regarding age, political theory level, or tenure. They will also be prioritised for domestic and overseas training, early salary increases, and job assignments suited to their strengths.
Significantly, Conclusion 205 introduces special salary and welfare incentives. Newly recruited graduates will receive 100% of their base salary plus a supplementary allowance of at least 150% of their current salary coefficient. Young scientists, experts, and high-level managers will receive a minimum 300% salary and allowance increase for five years, with special pay and bonus frameworks available for exceptional performers.
Officials with outstanding achievements will receive at least one salary-grade increase and an additional 300% allowance, as well as priority access to government housing, social housing purchase programmes, transportation support, and healthcare services.
