Top leader sets strategic directions for Vietnam’s operational technical force
VOV.VN - General Secretary and State President To Lam has suggested building an elite, technologically self-reliant and people-centred operational technical force, describing it as a strategic requirement for safeguarding Vietnam’s national security in an increasingly digital and complex security environment.
Speaking during a working session with the Ministry of Public Security’s Operational Technical Centre, a specialised technical support agency for security and intelligence operations, on July 6, the top leader stressed that technological autonomy, highly skilled personnel and modern operational capabilities would be key to strengthening the country’s security architecture.
As Vietnam accelerates digital transformation, operational technical work is taking on a broader role beyond supporting investigations. It is increasingly expected to help detect threats early, protect critical infrastructure and strengthen security across cyberspace and other emerging domains.
The force must evolve into a strategic capability capable of anticipating and preventing risks, contributing not only to public security but also to national governance and sustainable development, he said.
The General Secretary and State President emphasised that strengthening technological self-reliance should become a long-term priority. Developing domestic technologies, building high-quality human resources and enhancing operational capabilities would help Vietnam respond more effectively to increasingly sophisticated security challenges.
He also stressed that technology alone is not enough. The force must remain highly disciplined, absolutely loyal, professionally competent and closely connected with the people while continuously improving its expertise in advanced technologies.
According to the top leader, operational technical capabilities will play an increasingly important role in protecting cyberspace, national databases and critical digital infrastructure as Vietnam advances science, technology, innovation and digital transformation.
He called for continued modernisation of the force so that it can proactively identify, prevent and neutralise security threats, providing a secure environment for national development in the digital era.
The meeting was held to mark the 80th anniversary of the People's Public Security Force (July 12, 1946–2026) and the 72nd anniversary of the Ministry of Public Security’s Operational Technical Force.
