Sci-tech and innovation - key to national development, says PM
VOV.VN - The development of science-technology and innovation is an inevitable trend, an objective requirement, and a top strategic priority for the world today, and Vietnam has no choice but to transform itself to keep pace with this trend, said Prime Minister Pham Minh Chinh during a policy dialogue on September 25 as part of the ongoing fifth Ho Chi Minh City Economic Forum.
This is one of the crucial drivers aimed at promoting digital transformation and green transformation - two of the most important factors in economic restructuring, thereby creating breakthroughs in productivity, quality, efficiency, and competitiveness for the country and Ho Chi Minh City in particular, stressed PM Chinh.
According to the PM, the Politburo has issued Resolution 52 relating to the nation’s active engagement in Industry 4.0. Many legal documents have been enacted to institutionalise and concretise the resolution, including the National Digital Transformation Program through 2025, with a vision towards 2030, and the National Strategy for the Fourth Industrial Revolution by 2030. Various ministries and sectors have been proactive in completing numerous legal documents to create a favourable environment specifically for the digital transformation process, as well as developing digital tools, platforms, and digital databases.
To realise the resolution, the Government has identified three major tasks, namely (i) developing inclusive and comprehensive policies for science and technology; (ii) making appropriate investments in infrastructure; and (iii) enhancing the quality of human resources, he said.
In his view, to develop science and technology, it must be considered essential to leverage each country’s unique potential, outstanding opportunities, and competitive advantages. Additionally, the development and application of science and technology must align with the conditions of each country and in harmony with global standards.
Emphasising the importance of legislation in sci-tech and innovation, he revealed that during the coming year-end session, the National Assembly will work on various bills, including those related to digital infrastructure development. In addition, he said that governance must also align with the process of transitioning to advanced science and technology, along with training human resources that fully match development needs.
This transition in science and technology is an objective choice and can be seen as an inevitable direction that goes along with the current Vietnamese development strategy, said the PM.
To achieve breakthroughs in the transformation and development of science and technology, he said that education and training play the most important role.
Vietnam stands fully committed to both fundamentally and comprehensively reforming its education system, as it is impossible to advance science and technology without changes taking place in education and training, stated the Government leader.
He also affirmed that the Government will continue to prioritise policies to support businesses in accelerating economic transformation, by restructuring the state budget, state-owned enterprises, and public investment. There are also specific policies for each industry aimed at further enhancing efficiency and promoting sustainable development.
The Ministry of Planning and Investment will soon establish an investment support fund in a bid to assist businesses operating in the areas of innovation, digital transformation, and green transition, he revealed.
During the dialogue, the PM also answered questions relating to attracting new generation FDI inflows, fulfilling net zero commitments, and developing the semiconductor industry.
