Quang Tri to redefine development space, prioritises coastal economy for double-digit growth
VOV.VN - Party General Secretary and State President To Lam has stressed the urgent need for Quang Tri to redefine the province’s development space under a new strategic vision, with a focus on “eastward expansion and westward connectivity” to create new growth corridors for rapid and sustainable development.
He made the request during a working session with the Standing Board of the Quang Tri Provincial Party Committee on April 29.
He praised Quang Tri’s socio-economic performance in the first quarter of 2026, with its economic growth expanding by 8.02%, State budget revenue reaching more than VND3.3 trillion, and total realised investment capital ring to over VND14.3 trillion, up nearly 20% year on year. The province is targeting double-digit growth of around 10.6% for 2026.
These results reflect significant development potential, while also highlighting the need to fundamentally shift development thinking from administrative-bound planning to a space-based, corridor-driven growth model, he said.
Coastal economy at the centre of development strategy
The top leader emphasised that “eastward expansion” should be understood as placing the marine economy at the core of development, with seaports and coastal zones serving as the primary growth engine. This must be integrated with logistics systems to extend growth momentum westward through the East–West Economic Corridor.
Under this orientation, Quang Tri was urged to redesign its spatial planning of marine–forest–border areas with a stronger regional and integrated approach, concentrating resources on key growth poles and strategic projects while avoiding fragmented investment.
The coastal economy, energy, logistics, tourism, high-tech agriculture, and processing industries are identified as key pillars of growth. The province was also encouraged to maximise its position as a gateway to the sea for the East–West Economic Corridor, thereby strengthening trade, exports, and regional connectivity.
Double-digit growth target with sustainability at its core
Party General Secretary and State President To Lam reaffirmed that achieving double-digit growth in 2026 is a firm objective, but it must be grounded in productivity, investment efficiency, and new growth drivers, rather than growth at any cost.
He cautioned against land speculation and underscored the need to balance economic development with environmental protection and social stability. He instructed Quang Tri to develop detailed monthly, quarterly, sectoral, and project-based scenarios for economic management, with clear responsibilities, resources, and implementation timelines.
Alongside spatial restructuring, the province must significantly improve its business and investment climate, foster the private sector, and support enterprises in digital transformation and governance capacity building, he said.
Bottlenecks in infrastructure, administrative procedures, human resources, and the investment environment must be removed to unlock development momentum.
The leader also reminded that economic development must go hand in hand with human development, placing people at the centre of all policies. Priority should be given to culture, education, health care, and social welfare, particularly in disadvantaged areas.
Given its strategic border and coastal location, Quang Tri was also required to closely integrate economic development with national defence and security, while strengthening cooperation with Laos and international partners to transform border areas into dynamic development linkages.
With renewed thinking, improved governance capacity, and stronger growth drivers, he expected that Quang Tri would achieve breakthrough development in the coming period.
