President’s Office announces promulgation of newly passed laws and ordinances
VOV.VN - The President’s Office on July 3 held a press conference to announce the President’s order on the promulgation of laws and ordinances recently passed by the National Assembly and its Standing Committee.

Among the 15 promulgated laws is the amended Law on the Election of National Assembly and People’s Council Deputies that adjusts procedures to allow early elections on March 15, 2026 to support the operation of the two-tier local government model and resolve issues encountered in previous elections.
Another highlight is the Law amending and supplementing certain provisions of the Law on Bidding, the Law on Public-Private Partnership Investment, the Law on Customs, the Law on Value-Added Tax, the Law on Export and Import Duties, the Law on Investment, the Law on Public Investment, and the Law on Management and Use of Public Property.
The amendments aim to implement the policies and directions of the Party and the State on the development of science, technology, innovation, and digital transformation; streamline the organisational structure of the state apparatus; promote support, decentralidation, and delegation of authority; and reform administrative procedures in investment, finance, and budgeting.
These changes are intended to promptly address difficulties and obstacles, unlock and effectively utilize resources for economic development, scientific and technological advancement, innovation, and national digital transformation. They also seek to ensure the consistency and synchronisation of the legal system, improve the investment and business environment, and promote economic growth.
Meanwhile, the Law amending and supplementing certain provisions of the Law on Vietnamese Nationality relaxes the conditions for acquiring Vietnamese nationality, making it easier for individuals whose biological father or mother, paternal or maternal grandparents are Vietnamese citizens, as well as for foreign investors, scientists, and experts, to obtain Vietnamese nationality.
At the same time, it eases the conditions for regaining Vietnamese nationality, creating favourable conditions for individuals who have lost their Vietnamese nationality to be reinstated as Vietnamese citizens.
The amended Law on Penal Code officially abolishes the death penalty for 8 more offences. The abolished death penalty offences are acts aimed at overthrowing the people’s government; espionage; sabotage of material and technical foundations of the Socialist Republic of Vietnam; production or trading in counterfeit medicines for disease prevention and treatment; illegally transportation of narcotic substances; embezzlement of property; bribe taking, as well as undermining peace and waging aggressive wars.
In addition, the President’s Office also announced the President’s order to promulgate six ordinances passed by the National Assembly Standing Committee. The ordinances cover maritime and aviation arrest procedures, compulsory drug rehabilitation for minors, procedural interference penalties, and administrative court measures.
