President urges stronger judicial reform for effective implementation
VOV.VN - President Luong Cuong on December 25 called for stronger judicial reform efforts, stressing the need to fully institutionalise the Party’s resolutions and prioritise effective implementation in building a socialist rule-of-law state.
The President made the call at the third meeting of the Central Steering Committee for Judicial Reform, held in Hanoi on December 25.
He underscored that judicial reform must go beyond the issuance of legal documents, saying proper understanding, strict enforcement and uniform implementation are decisive factors for success. He also highlighted the need to selectively absorb international best practices while ensuring compatibility with Vietnam’s political system and national conditions.
The President called on members of the Steering Committee to actively direct relevant agencies to develop concrete implementation plans for the 2026 judicial reform programme, strengthen inter-agency coordination, and ensure tasks are carried out on schedule with tangible results.
He further stressed the importance of building a high-quality judicial workforce, linking performance requirements with appropriate personnel policies to motivate officials to fulfil their duties effectively.
Regarding the review of the ‘people’s defence counsel’ mechanism, the President requested that any proposed adjustments strictly comply with the law and closely align with the Party’s principle of putting the people at the centre, ensuring the protection of lawful rights and interests of citizens in criminal proceedings.
Earlier at the meeting, participants reviewed the outcomes of judicial reform during the 2021–2026 term and discussed orientations and key tasks for the 2026–2031 period, along with the draft work programme for 2026 prepared by the Party Central Committee’s Internal Affairs Commission.
Reports noted progress in improving the legal framework, streamlining judicial institutions, enhancing oversight and preventing corruption, as well as improving the quality of judicial personnel. Existing shortcomings and challenges were also identified, with eight key tasks set out for the next phase.
The Steering Committee assigned the Party Central Committee’s Internal Affairs Commission, as its standing body, to consolidate feedback from the meeting and finalise reports for submission to competent authorities.
