PM urges entrepreneurs to lead innovation and boost national growth
VOV.VN - Prime Minister Pham Minh Chinh highlighted the crucial role of entrepreneurs in leading innovation, fostering business growth, and contributing to the country’s overall strength, during the High-Level Dialogue at the Vietnam Private Sector Forum 2025 held in Hanoi on September 16.

He praised the Vietnam Young Entrepreneurs Association for organising the forum, knowing that over the past three months, the organisers held 12 local dialogue sessions across the country, attracting nearly 5,000 participants. From direct discussions with businesses and local authorities, more than 3,000 proposals and recommendations were gathered, reflecting the real concerns and aspirations of entrepreneurs across multiple industries.
Key issues raised included overlapping policies, difficulties accessing capital, high logistics costs, cumbersome administrative procedures, shortage of high-quality human resources, and urgent needs for digital transformation, innovation, and national brand development.
The Prime Minister acknowledged the role of entrepreneurs in driving innovation and reform and called on them to demonstrate strength, unity, social responsibility and business ethics, while working with the Party and the State to build an independent, innovative, integrated and sustainable economy.
“I hope you will generate momentum and inspire the spirit of national unity, demonstrate the power of entrepreneurs, and strengthen the people, the nation, and the country. Keep innovating and taking bold actions for the benefit of the nation, the people, and your own enterprises,” he said.
At VPSF 2025, top business leaders, economic experts, and international representatives discussed and proposed feasible solutions. Notably, the private business community not only highlighted challenges but also demonstrated proactivity and responsibility, offering concrete policy initiatives ranging from national brand building, focused trade promotion, and green logistics infrastructure, to fintech and proptech sandbox mechanisms, as well as national strategies for talent development and succession leadership training.

Dang Hong Anh, chairman of the Vietnam Young Entrepreneurs Association, emphasised a spirit of “co-creation” and committed that the private business community would pioneer strategic initiatives with significant impact.
These initiatives include the National CEO Training Programme, which aims to develop 10,000 competent future business leaders. Another initiative is the programme “Each Young Entrepreneur Mentors Two New Entrepreneurs,” which contributes to the strategic goal of transforming five million individual business households into formal enterprises. Additionally, the association will introduce the Vietnam Private Business Competency Index (VBCI), a comprehensive diagnostic tool designed to help businesses assess their current status and develop systematic strategies to enhance competitiveness.
At the forum, leaders of Meey Group recommended that the Government and ministries allow innovative tech startups to raise social capital through crowdfunding and take full legal responsibility, while also supporting capital raising on the stock exchange with minimum conditions. They stressed the need to create a favourable environment for businesses to grow into unicorns.
The Prime Minister welcomed the initiatives and affirmed that with proactivity, creativity, innovation, and breakthrough thinking, the private business community can become a driving and inspiring force in developing enterprises while contributing to the prosperity, comprehensive strength, and international stature of the country. He also encouraged entrepreneurs to actively engage in programmes that support youth startups, innovation, and cultivate high-quality human resources for the digital era, helping to build a prosperous, sustainable, and strong Vietnam.
